Form 990, Part VI, Line 6: Explanation of Classes of Members or Shareholder	There is only one class of membership and they have to right to exercise voting rights when an election of Board members occurs, when the District has proposed to add further debt in regards to large capital improvements, a change in the By-Laws, and modification to the District's boundaries.
Form 990, Part VI, Line 7a: How Members or Shareholders Elect Governing Body	The membership elects the Board members when current Board members terms expire. The membership is not involved in the operations and they do not receive a share of its excess operating revenues.
