PROMOTE THE COMMERCIAL, TRANSPORTATION AND RECREATIONAL BENEFITS AND USED OF THE WATERWAY. INTERACT WITH THE LOCAL AND REGIONAL USERS OF THE WATERWAY TO INCREASE THE ECONOMIC IMPACT OF THE WATERWAY ON THE INDUSTRIAL AND COMMERCIAL USERS.
