Changes to governing documents Part V line 34 The Constitution was changed on June 12, 2016. A. There is a new career rural position as per the new agreement with USPS, it is an Assistant Rural Carrier(ARC). B. Fixed two Scribner errors. C. Added in that now all proposed constitution changes or proposed resolutions must be the to the secretary/treasurer fiftenn(15) days before convention. We changed Constitution on June 7, 2015 passing that if the two national delegates that are paid by the national office do not receive the same amount of per diem as the thirteen (13) state delegates the state will make up the difference. We also have a written conflict of interest, confidentiality statements, record retention and whistle blower policy. We update these annually at the fall meeting in October 2015 and again October 2016.
