Form 990, Part VI, Section B, line 11 The independent accountant prepares the 990 and sends a draft to NAPCS. The first review is done by the senior director of Finance, chief of staff and the CEO and President. The draft is sent to the finance committee and then to the Board for final approval. The Board reviews the draft, and if the Board communicates no changes, then approves the 990. The senior director of finance communicates that final draft was approved and the independent accountant files the Form with IRS.
