| FORM 990, PART III, LINE 4A, PROGRAM SERVICE ACCOMPLISHMENTS: | SINCE IT WAS INCORPORATED, THE BOSTON 2024 PARTNERSHIP (THE "PARTNERSHIPTHE "ORGANIZATION") LED A DISCUSSION ACROSS THE COMMONWEALTH TO CONSIDER FEASIBILITY OF HOSTING THE OLYMPIC AND PARALYMPIC GAMES IN 2024. THE MODERN OLYMPIC GAMES WERE FIRST HELD IN 1896 IN ATHENS, GREECE. SINCE 1988, THE PARALYMPIC GAMES HAVE BEEN HELD DIRECTLY AFTER THE OLYMPIC GAMES, IN THE SAME CITY, AND OFTENTIMES USING THE SAME VENUES. THE 2012 OLYMPICS IN LONDON SAW 10,500 ATHLETES FROM 88 COUNTRIES COMPETE IN 302 EVENTS IN 26 SPORTS ACROSS 34 VENUES. FOLLOWING THE LONDON OLYMPICS, THE PARALYMPIC GAMES COMPETITION SPANNED A TEN-DAY PERIOD, FEATURING OVER 4,200 ATHLETES FROM 164 COUNTRIES COMPETING IN 503 EVENTS IN 20 SPORTS. THE NUMBER OF ATHLETES AND NATIONS PARTICIPATING IN THE PARALYMPIC GAMES HAS STEADILY INCREASED OVER THE PAST 20 YEARS, AS HAS THE AUDIENCE THAT WATCHES THEM. IN 2013, BOSTON WAS ONE OF SEVERAL DOZEN CITIES INVITED BY THE UNITED STATES OLYMPIC COMMITTEE ("USOC") TO EXPLORE THE FEASIBILITY OF HOSTING THE 2024 OLYMPIC AND PARALYMPIC GAMES. THE COMMONWEALTH FORMED A FEASIBILITY COMMISSION MADE UP OF CIVIC LEADERS TO STUDY THE POSSIBILITY OF HOSTING THE GAMES. IN FEBRUARY 2014, AFTER SEVERAL PUBLIC HEARINGS, THE COMMISSION RELEASED A FAVORABLE REPORT TO THE PARTNERSHIP AND THE PUBLIC. THE PARTNERSHIP BELIEVED THAT PURSUING AN OLYMPICS AND PARALYMPICS BID ALIGNED WITH EXISTING PLANS FOR THE STATES CONTINUED ECONOMIC GROWTH, AND COULD HAVE SERVED TO ACCELERATE THE DELIVERY OF IMPROVEMENTS IN TRANSPORTATION, INFRASTRUCTURE, AND HOUSING. PUT SIMPLY, A WELL-CONCEIVED, WELL-PLANNED AND WELL-EXECUTED OLYMPIC GAMES CAN HELP CATALYZE THE LONG-TERM VISION OF CITIES AND REGIONS. THE PARTNERSHIP BELIEVED THAT BOSTON AND THE COMMONWEALTH COULD BENEFIT FROM THIS TOO. THE PARTNERSHIP, ALONG WITH THE CITY OF BOSTON, SUBMITTED A FORMAL BID TO THE USOC ON DECEMBER 1, 2014. ON JANUARY 8, 2015, THE USOC CHOSE BOSTON TO BE ITS ENTRY IN A GLOBAL COMPETITION TO HOST THE 2024 OLYMPIC AND PARALYMPIC GAMES. OVER THE FOLLOWING MONTHS, THE PARTNERSHIP WORKED WITH CITY AND STATE LEADERS, BUSINESS, ATHLETIC, CIVIC, COMMUNITY LEADERS AND LOCAL OLYMPIANS TO BUILD AN ORGANIZATION, GATHER PUBLIC INPUT AND PREPARE A MORE DETAILED PLAN TO HOST THE GAMES IN 2024. THE PARTNERSHIP PARTICIPATED IN OVER ONE HUNDRED COMMUNITY MEETINGS, BRIEFINGS AND EVENTS AROUND THE CITY OF BOSTON AND ACROSS THE COMMONWEALTH TO BRIEF CITIZENS, ANSWER QUESTIONS, GATHER FEEDBACK ON OUR PRELIMINARY PLANS AND ULTIMATELY WIN SUPPORT FOR THE GAMES. FOR THESE CRITICAL STEPS, THE ORGANIZATION RELIED ON ITS GREATEST ASSET - OUR PEOPLE AND OUR THOUSANDS OF VOLUNTEERS - AND WORKED CLOSELY AND COLLABORATIVELY TO BETTER UNDERSTAND THE INTERSECTION OF THE CITY AND ITS CITIZENS IN PLANNING A BETTER TOMORROW. THE PROCESS CULMINATED IN THE PUBLIC RELEASE OF AN UPDATED PLAN, "BID 2.0" ON JUNE 29, 2015 AND A FULL BRIEFING OF THE USOC ON JUNE 30, 2015. UNFORTUNATELY, THE PARTNERSHIP WAS UNABLE TO SUSTIAN FAVORABLE PUBLIC SUPPORT, A KEY METRIC FOR SELECTION BY THE INTERNATIONAL OLYMPIC COMMITTEE, AND THE DECISION WAS MADE BY THE PARTNERSHIP, IN CONSULTATION WITH THE CITY OF BOSTON, TO WITHDRAW THE BID ON JULY 27, 2015. |
