    1 The Foundation launched a public education initiative called Plan4Alaska. Through research, polling, and community discussion, the Foundation's goal was to raise awareness of critical issues involving the Alaska budget shortfall. 537,260
    2 During 2015, 59 grants and contracts were awarded to support art, culture, libraries, museums, and individual artists throughout Alaska. Contractors were hired to assist grantees with strategic, program, financial, and infrastructure developments. Various teleconferences, panels and gatherings of grantees were hosted to bring together artists and experts from differing cultures, locations and organizations to support and advance arts and culture in Alaska. 280,911
    3 The Foundation participated in a state-wide consortium called Recover Alaska. This group was made up of state legislators, community leaders, physicians and therapists and national foundations to find ways to mitigate the rate of alcohol and substance abuse throughout Alaska. The group held regular meetings, special convening's and developed a strategic plan to promote wellness, healing, and reduction of the social, personal and financial impacts of substance abuse. 73,866

    Explanation:
    In 2015, the Foundation engaged in communication with members of the Alaska State Legislature, the Office of the Governor, and with elected officials from the Municipality of Anchorage and the Alaska Congressional delegation about the following jointly-funded programs:* Recover Alaska - The Foundation is part of a coalition of private, public, and philanthropic entities, including the State of Alaska, that aims to address systemic problems associated with overconsumption of alcohol; the Foundation worked Recover Alaska partners and the Alaska Alcoholic Beverage Control Board (ABC Board) on rewrite of Title 4, the state statutes that govern the licensing, sale and distribution of alcohol.* On a local level, the Foundation communicated with the Municipality of Anchorage and members of the Anchorage Assembly about the potential to jointly fund a municipal cabinet level position whose sole focus was on housing issues.In each case, the Foundation's activities were permitted under the tax law and do not constitute a taxable expenditure because they were conducted in accordance with Treas. Reg. Section 53.4945-1(A)(3), which provides an exception for certain communications in the context of "jointly funded programs," as follows:[A] private foundation will not be treated as having made taxable expenditures of amounts paid or incurred in carrying on discussions with officials of governmental bodies provided that:(I) The subject of such discussions is a program which is jointly funded by the foundation and the government or is a new program which may be jointly funded by the foundation and the government.(II) The discussions are undertaken for the purpose of exchanging data and information on the subject matter of the programs, and(III) Such discussions are not undertaken by Foundation managers in order to make any direct attempt to persuade governmental officials or employees to take particular positions on specific legislative issues other than such program.The Foundation communicated with federal legislators about corrective legislation designed to simplify the excise tax rate on private foundations, in support of extension of the IRA charitable rollover, and in defense of the charitable deduction. The Foundation believes that this ongoing communication falls within the "self-defense" exception of Section 4945(E). Under that section, it is not considered a prohibited taxable expenditure for a foundation to pay or incur "in connection with an appearance before, or communication to, any legislative body with respect to a possible decision of such body which might affect the existence of the private foundation, its powers and duties, its tax-exempt status, or the dedication of contributions to such foundation."Finally, the Foundation initiated a broad, statewide educational campaign about the state's fiscal future. The Foundation conducted research into the attitudes and beliefs of Alaskans about the state budget, identified themes and messages that resonated for the majority of Alaskans, and shared the findings broadly with policymakers and the general public. The Foundation did not advocate for any specific legislation.
