Form 990, Part VI, Section B, Line 11b	The governing body receives an email copy of the 990 after it is filed by the Sec Treasurer (who is an Executive member of the governing body). There is a membership committee that audits the books every year and reviews the 990 during that process as well. The members of the locals can view all financial documents prepared by the governing body member at any time with supervision.
Form 990, Part VI, Section B, Line 12c	Any and all policies are discussed by the governing body though monthly (at least) meetings. Also, the governing body produces and distributes the related minutes from the meetings. The governing body meets in person with the locals annually to discuss any new polices or procedures as well as with the audit committee annually.
Form 990, Part VI, Section C, Line 19	It is available upon request and I assumed anyone can obtain the documents through filing with the IRS. We make them available to the audit committee and all members.
