Other Part III Exempt Purpose - To permit greater interest in the sport of harness racing through creating closer cooperation between writers of the sport and racing officials, trainers, owners and drivers in the harness field in the continental United States and its possessions, and for the general welfare and closer harmony among the writers, through bond of mutual membership in the association.
Pt V, Line 34 The organization reinstated the "Veterens" category for the Hall of Fame voting which gives a structure for people who may have been overlooked during their prime if nominated by individual Chapters. Nominees go before the Hall of Fame Screening Committee, who is empowered once every three years to make a direct selection, bypassing the usual method for nomination and also bypassing the judgement of the Screening Committees empowered during the person's prime and thus more conversant with their record at their apogee.
