Return Reference	Explanation
Part X, Line 2:	The Winnebago County Fair Association is exempt from income taxes under Section 501 (c) (5) of the Internal Revenue Code. The exemption is on all income except unrelated business income as noted under Section 511 of the Internal Revenue Code. Internal Revenue Code Section 513(a) defines an unrelated trade or business of an exempt organization as any trade or business which is not substantially related to the exercise or performance of its exempt purpose. The storage rent income derived from temporary storage of items during the winter season is considered unrelated business income. The unrelated business income tax on rental income paid in 2015 was $0. The Association accounts for income taxes in accordance with Financial Accounting Standards Board (FASB) Accounting Standards Codification (ASC) Topic 740, Accounting for Uncertainty Income Taxes. The standard provides detailed guidance for the financial statement recognition, measurement and disclosure of uncertain tax positions recognized in an enterprise's financial statements and requires an entity to recognize the financial statement impact of a tax position when it is more likely than not that the position will be sustained upon examination. The Association has determined there are no amounts to record as assets or liabilities related to uncertain tax positions. Federal returns (forms 990 and 990T) for the tax years after 2012 are open, by statue, for review by authorities.
