Form 990, Part VI, Line 7b: Describe Decisions of Governing Body Approval by Members or Shareholders	The Council of the Better Business Bureau (CBBB) oversees actions of all BBB within the United States. The BBB must comply with the CBBB to maintain its charter as part of the organization.
Form 990, Part VI, Line 11b: Form 990 Review Process	A copy of form 990 prepared by the independent accountant is sent to the president to review and distribute to the executive board for approval before filing. The president signs the tax return. The 990 is reviewed at the next scheduled full board meeting and a copy is sent to the CBBB. The president has the authority to conduct all financial matters on behalf of the board of directors and represents the organization in all business matters, including the authority to sign contracts, file government forms, conduct and execute payroll or other distribution of funds with the full authority of the board.
Form 990, Part VI, Line 12c: Explanation of Monitoring and Enforcement of Conflicts	Board members are required to sign conflict of interest statements each year. During board meetings there is a review of possible conflicts of interest that may arise. At this time a solution is proposed on how to handle the conflict of interest.
Form 990, Part VI, Line 15a: Compensation Review & Approval Process - CEO, Top Management	On an annual basis, the board reviews the performance of the president and approves salary and bonus.
Form 990, Part VI, Line 19: Other Organization Documents Publicly Available	The documents are made available upon written request.
Form 990, Part XII, Line 1, Change in Accounting Method	BBB changed its financial reporting basis to the accrual basis, which is in accordance with generally accepted accounting principles. Prior financial reporting was on the modified cash basis, which is another comprehensive basis of accounting.
