Return Reference Explanation
Part V, Line 4: Community Development Block Grant Funds These funds consist of the proceeds from the repurchase of stock by Electronic Marketing Resource Group, Inc. of Kearney, Nebraska. The stock was originally purchased with 1987 Community Development Block Grant proceeds granted to the City of Kearney, Nebraska, through the Nebraska Department of Economic Development in accordance with the Housing and Community Development Act of 1974, Title 1. During the year ending June 30, 2005, the Council was the recipient of additional Community Development Block Grant funds in the amount of $203,565. The funds had been received by the County in an earlier year and awarded to another entity before being remitted to the Council. The funds are invested in money market accounts and are stated at cost with interest added annually. The Grant provisions restrict all funds with the exception of 18% of the annual earnings. The Council is allowed to use the restricted funds for economic development projects in accordance with grant re-use provisions.
Part X, Line 2: The Council utilizes the provisions of FASB ASC 740-10, Accounting for Uncertain Tax Positions. The Council continually evaluates expiring statutes of limitations, audits, proposed settlements,changes in tax law, and new authoritative rulings.
