PENNSYLVANIA BUSINESSES HAVE PARTICIPATED IN THE EITC, OSTC AND PRE-K PROGRAMS OFFERED BY THE STATE DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT (DCED). THE SIGNIFICANT CONTRIBUTIONS AND PARTICIPATION PROVIDED BY THESE BUSINESSES ALLOWED BLOCS TO BE ABLE TO AWARD OVER 11,000 CATHOLIC AND PRIVATE SCHOOL SCHOLARSHIPS TO BERKS, BUCKS, CHESTER, DELAWARE, LEHIGH, LANCASTER, MONTGOMERY AND PHILADELPHIA COUNTIES FOR FAMILIES IN FINANCIAL NEED. IT IS THROUGH THE EITC, OSTC AND PRE-K PROGRAMS THAT BLOCS ARE ABLE TO ASSIST SO MANY FAMILIES. FOR THIS YEAR, BLOCS HAS WORKED WITH CLOSE TO 350 AREA BUSINESSES TO TAKE ADVANTAGE OF APPROXIMATELY $16 MILLION DOLLARS IN EITC, OSTC AND PRE-K MONEY. HOWEVER, BLOCS HAD OVER 18,000 APPLICANTS AND $48 MILLION DOLLARS IN QUALIFIED NEED. THEREFORE, THE NEED OF FAMILIES THAT WISH TO SEND THEIR CHILDREN TO BERKS, BUCKS, CHESTER, DELAWARE, LEHIGH, LANCASTER, MONTGOMERY AND PHILADELPHIA AREA CATHOLIC AND PRIVATE SCHOOLS ARE SIGNIFICANT.BLOCS THROUGH THE SCHOLARSHIP COMMITTEE HAS ESTABLISHED AN EMERGENCY SCHOLARSHIP PROGRAM WHICH REVIEWS EMERGENCY REQUESTS FROM FAMILIES BASED ON EXTENUATING CIRCUMSTANCES THAT GREATLY EFFECT A FAMILY'S INCOME AND ABILITY TO PAY FOR EDUCATION. FOR THE CURRENT YEAR, BLOCS HAS PROVIDED OVER $100,000 IN SUPPORT TO OVER 50 STUDENTS. BLOCS HAS ALSO DEVELOPED THE URBAN ENDOWMENT INITIATIVE TO SUSTAIN TARGETED SCHOOLS IN POOR AND LOW PERFORMING SCHOOL DISTRICT AREAS. UNDER THIS PLAN, SIX NONPROFIT SCHOOLS WORK WITH BLOCS TO ADOPT SUCCESSFULLY PRACTICES IN THE AREA OF MARKETING AND MANAGEMENT. SCHOOLS MAINTAIN AN OPEN ENROLLMENT POLICY AND BLOCS ASSISTS THE SCHOOLS TO HELP MEET OPERATIONAL NEEDS USING ENDOWMENT INCOME AND CONTINUED SUPPORT. FOR THE CURRENT YEAR THIS SUPPORT TOTALED APPROXIMATELY $680,000.

BLOCS HAS RECORDED $814,546 AS INVESTMENTS UNDER AGREEMENT WITH URBAN ENDOWMENT SCHOOL AND LIABILITY UNDER AGREEMENT WITH URBAN ENDOWMENT SCHOOL AS OF JUNE 30, 2016. THE LIABILITY INCLUDES $750,000 OF CONTRIBUTIONS AND $64,546 OF CUMULATIVE ALLOCATED INVESTMENT INCOME, NET OF DISTRIBUTIONS. DURING THE YEAR ENDED JUNE 30, 2016, THE LIABILITY WAS REDUCED BY THE PAYMENT TO THE SCHOOL OF $38,673 AS WELL AS NET INVESTMENT LOSS OF $14,551 WHICH HAS BEEN ACCOUNTED FOR AS PASS-THROUGH TRANSACTIONS AND, THEREFORE, ARE NOT REFLECTED IN THE ACCOMPANYING STATEMENT OF ACTIVITIES.
