Schedule D, Part X, Line 1 NEA follows the authoritative guidance relating to accounting for uncertainty in income taxes included in the Accounting Standards Codification (ASC) Topic on Income Taxes. These provisions provide consistent guidance for the accounting for the uncertainty in income taxes recognized in an entity's financial statements and prescribe a threshold of "more likely than not" for recognition and derecognition of tax positions taken or expected to be taken in a tax return. NEA believes that it has appropriate support for any tax positions taken and, as such, does not have any uncertain tax positions that are material to the financial statements. NEA Form 990, Return of Organization Exempt from Income Tax, for the fiscal years 2013 through 2015, are subject to examination by the Internal Revenue Service (IRS), generally for three years after they were filed.

Europe (including Iceland and Greenland) The National Education Association contributed to Education International (EI) to cover expenses regarding sponsorship of education unionists to participate in the EI delegation to the United Nations Commission on the Status of Women. Funding included full travel and stay costs for a representative from the AIPTF education union of India; airfare for a representative from KNUT education union of Kenya; and airfare for a representative from the CEA education union of Argentina. The UN Commission on the Status of Women is an annual event; each year Education International sends a delegation to advocate on behalf of educators at this meeting. Central America and the Caribbean As hurricane Erika hit the island nation of Dominica, there were immediate concerns within NEA and in the Education International federation about the well being of the members of the Dominica Teachers' Association (DTA) and the school communities in which they work. The NEA contributed to EI's Solidarity Fund to help provide direct aid to educators and their families who were displaced and/or funds to help rebuild their homes and to provide support to the rebuilding of schools. Fourteen schools were entirely destroyed or heavily damaged so that school could not open for the 2015-16 school year. The fund allows education unions the safety and security to ensure that their contributed resources will be used wisely in recovery from natural and man-made disasters. It is administered by EI in consultation with the education unions that it serves. Schedule J, Part I Response to Form 990, Part VII, Line 5 - Members of the National Education ("NEA") Board of Directors are primarily employed in the education field at various school systems across the country. When a director is absent from their primary job due to official business of the NEA Board of Directors and the school system will not underwrite the cost for a substitute or the salary of the director during such absence, the NEA will cover these costs by reimbursing the school system or the director. The following school systems were reimbursed during the 2015 calendar year for the cost associated with their employees that served as NEA Executive Committee Members on the NEA Board of Directors. George Sheridan, Black Oak Mine USD, $ 91,160; Earl Wiman, Metropolitan Nashville Public Schools, $ 137,560; and Joyce Powell, Vineland Board of Education, $ 94,578; and Kevin Gilbert, Clinton Public School District, $106,907. The school systems that employ the remaining directors receive reimbursements from NEA ranging from $0 to $ 32,170. The average reimbursement is approximately $2,500.
Schedule J, Part I, Line 1a Reimbursements are made for the identified expenses according to NEA policy and taxes are withheld as appropriate for taxable reimbursements. The housing/living allowance is only offered to the three officers (President, Vice President, and Secretary/Treasurer). The companion travel benefit is available to the full Executive Committee including the 3 elected officers. The discretionary spending account includes limited and capped travel and personal allowances for each of the three officers and the Executive Director. Travel allowances are capped at $5,500 per year and personal allowances are capped at $3,000 per year. In addition, the account is used to provide NEA Board members with a travel allowance of up to $1,200 per year. Because these are non-accountable plans within the meaning of the Internal Revenue Code, the payments are reported as taxable compensation to all recipients.

Form 990, Part I, Line 1 (Also the response for Part III, lines 1 and 4a) The National Education Association of the United States ("NEA") is a not-for-profit organization incorporated under an Act of the United States Congress. Our mission is to advocate for education professionals and to unite our members and the nation to fulfill the promise of public education to prepare every student to succeed in a diverse and interdependent world. Our vision is a great public school for every child. The 2015-2016 Strategic Plan and Budget is organized around two strategic goals and six core functions. The two goals are: strong affiliates for great public schools where NEA partners with state and local affiliates to aggressively advance an organizing culture designed to build capacity to grow membership, increase member activism, improve fiscal health, enhance public education, and assist affiliates in fending off attacks to member rights and union strength; and uniting the nation for great public schools where in partnership with state and local affiliates, NEA will empower educators to collaborate with school and community stakeholders to co-create solutions designed to shape the future of education, improve student learning, achieve educational equity, enhance professional practice and the quality of professionals, and advance successful solutions that drive national, state, and district level policies. The six Core Functions represent the ongoing work of the Association and address key, ongoing programs and services essential to the NEA and our work: Research, Policy, and Practice for Great Public Schools: NEA will Track and identify practices that have been successful in encouraging student learning or in shaping the future of learning. In partnership with organizations supportive of educator led transformation of public education, use key learnings and research to develop, identify, and implement national, state, and district policies that facilitate these practices. Organizing: In partnership with state and local affiliates, NEA will aggressively advance an Association-wide 'culture of organizing' and engage members as a collective by supporting affiliates to activate our vast network in pursuit of the vision. Advocacy and Outreach: In partnership with state and local affiliates and other organizations supportive of educator-led transformation of public education, advocate educators' positions to national, state and district policymakers, education stakeholders, and the public (with priority focus on parents, ethnic minority communities, and labor partners) in order to influence policy development and debates to achieve equity of opportunity, access, and quality in public education); advance our members' views and expertise about policy for great public schools for every student; promote social justice; and advance and preserve members' voices, rights, and optimal conditions for teaching and learning. Communications: Utilize the best communication strategies to engage affiliates, members, partners, parents, and communities. Business Operations: Administer the business operations in a manner that supports the changing needs and priorities of the organization and ensures efficient and effective infrastructure that supports good fiscal management, uses technology for innovation and strengthens NEA's human capital. Governance: In partnership with leadership, develop professional development and decision making processes that clearly advance the organization's mission and vision.
Form 990, Part III, Line 1 The NEA is governed by an elected Board of Directors comprised of 170 voting members who receive no compensation from the NEA other than reasonable expense reimbursements as well as the nine members of the NEA Executive Committee. An annual Representative Assembly comprised of roughly 9,500 delegates, who are elected by NEA members and receive no compensation from NEA, vote on the annual budget as well as changes to the underlying governing documents of the NEA. Between quarterly meetings of the NEA Board of Directors, the NEA is governed by the NEA Executive Committee, which consists of nine elected members including the three NEA Executive Officers. The Executive Committee members serve as ex officio members of the NEA Board of Directors and have been excluded from the count of independent members of the governing body solely due to their role as officers of the association or their receipt of reasonable compensation and expense reimbursements in excess of $10,000, as disclosed on Schedule J.

Form 990, Part VI, Section A, Line 7b NEA Delegates elected to represent members at the NEA annual Representative Assembly vote on any amendments to the NEA Constitution, Bylaws, Standing Rules and Resolutions and approved the annual budget.
Form 990, Part VI, Section B, Line 11b NEA management and external tax advisors review the 990 and a copy of the final 990 is provided to all members of the NEA Executive Committee prior to filing. The form 990 is also made available to the Board of Directors prior to filing.
Form 990, Part VI, Section B, Line 12c Officers, directors and key employees are required to report potential conflict of interest whenever they are aware of such. Procedures are also in place for others to report on conflicts of interest if they believe they have occurred. All employees are notified annually of the conflict of interest policy and their obligation to report. The CFO serves as the NEA Conflict of Interest Officer and receives and reviews all reported conflicts of interest.
