	Annual EventsThe chamber of commerce offers a wide range of weekly, monthly, quarterly and annual events and activities to support its mission. We also coordinate and host a number of events that support our member organizations, including ribbon cuttings, grand openings, ground breaking ceremonies, business tours, and job shadow days that are attended by individuals from the business, academic and from the general community. Each event is typically sponsored and hosted by a business member, which receives special marketing and advertising benefits. Our business after hours is held at a local member restaurant and the average monthly attendance is 150 guests. Special annual events include the annual gala, our member business expos, the small business institute, floating business break, and the Hudson Valley Hot Air Balloon Festival are generally sold out and remain popular. The chamber also organizes breakfasts and lunches with local, state, and federal local public and elected officials. All of these events contribute to fulfilling our vision of being an advocate for business and an information source on matters affecting business. The chamber hosted over 200 events attracting more than 20,000 attendees.

	WORKFORCE DEVELOPMENT CENTER PROGRAMSTHE CHAMBER OPERATED THE YOUTH ONE STOP PROGRAM AND SERVICES BEGAN ON AUGUST 1, 2013. SERVICES ENDED ON OCTOBER 31, 2015. YOUTH ENROLLED IN THE PROGRAM FOCUSED ON ACHIEVING A DEGREE OR CERTIFICATE, IMPROVING MATH AND READING SKILLS, AND OBTAINING EMPLOYMENT. FOLLOW UP SERVICES ARE PROVIDED TO THOSE YOUTH GRADUATING FROM THE PROGRAM. THE PROGRAM WAS TRANSITIONED TO THE CHAMBER FOUNDATION WITH 66 ACTIVE PARTICIPANTS.OTHER WORKFORCE PROGRAMS SERVICE INCOME-ELIGIBLE RESIDENTS OF DUTCHESS COUNTY. THE WORKNOW MENTORING PROGRAM PROVIDES SOFT SKILLS TRAINING, JOB PLACEMENT AND JOB RETENTION SERVICES. IN 2015, FULL TIME MENTORS PROVIDED SERVICES TO 58 ADULTS, WITH 43 ENTERING EMPLOYMENT. THE RESPONSIBLE PARENT INITIATIVE PROGRAM SERVES FAMILIES STRUGGLING WITH BASIC NEEDS AND ONE FULL TIME MENTOR ASSISTS THE FAMILIES WITH SECURING STABLE AND SAFE HOUSING, ACCESS TO FOOD, TRANSPORTATION, HEALTH CARE AND EDUCATIONAL SUPPORT FOR CHILDREN. 44 FAMILIES WERE SERVED WITH 32 NEW ENROLLMENTS. FAMILIES RECEIVED REFERRALS TO OTHER SUPPORTIVE SERVICES AND WERE ASSISTED WITH MAINTAINING COMPLIANCE WITH SOCIAL SERVICE REGULATIONS. THE YOUTH EMPLOYMENT SERVICES PROGRAM ASSISTS YOUTH AGED 14-18 WITH UP TO ONE YEAR OF MENTORING. ONE FULL TIME MENTOR ASSISTED YOUTH WITH STAYING IN SCHOOL, ADVANCING IN GRADE LEVELS, ATTENDING WEEKLY TUTORING SESSIONS, JOB READINESS WORKSHOPS AND INTERNSHIPS WITH LOCAL BUSINESSES. 44 YOUTH WERE ENROLLED IN 2015 WITH 59 YOUTH SERVED IN TOTAL. 22 YOUTH WERE EMPLOYED AND RETAINED EMPLOYMENT FOR AT LEAST 3 MONTHS AND 96 PERCENT OF ENROLLED YOUTH ADVANCED TO THE NEXT GRADE LEVEL. THE STEP UP PROGRAM ENROLLED 10 INDIVIDUALS AFTER ASSESSING 12 PERSONS FOR THE PROGRAM. 7 INDIVIDUALS OBTAINED EMPLOYMENT AND 4 COMPLETED A FORMAL TRAINING PROGRAM.

	Contact BreakfastOur signature monthly event is the contact breakfast, which attracts over 175 guests per breakfast. Each breakfast features a keynote speaker of interest to the business community. In addition, we provide a "state-of-the-chamber" address in January and highlight the work of our affiliate, the chamber foundation, at our May breakfast. It has remained one of our most popular events and is a great way for new and existing members to network and exchange ideas.Over 2,700 guests attended the breakfast meetings and several were sold out.

When the form 990 has been prepared, reviewed by management and is ready to be filed with the internal revenue service, it is electronically sent to the board members of the organization for any comments. Any comments are then grouped, summarized and provided to the outside accountants. Each issue is documented and addressed until the return is finalized and approved for filing.

Annually, at the beginning of each calendar year, the listed persons are required to sign a conflict of interest disclosure statement disclosing any actual or potential conflicts. Form 990, Part VI, Section B, line 15a	The compensation package of the president and CEO is reviewed semi-annually and annually by the executive committee. The executive committee, acting on behalf of the board of directors, considers the overall financial and operational performance of the chamber to determine if a salary increase is merited. This occurs annually based on the hire date anniversary and was last reviewed in December of 2015. Every two to three years, the committee inquires as to the salary and benefit structure of like organizations throughout the Hudson Valley. This inquiry was last conducted in August 2014. For top management officials, the president & CEO and executive vice president & CFO conduct an informal semi-annual performance assessment and annually conducts a written performance assessment of top management personnel. Consideration is given to the person's commitment, skills, length of service and overall contributions to the chambers service and financial goals, as well as the chamber's operating budget. The anniversary hire date of the person is the review date and reviews have been performed accordingly during 2015. The finance committee then reviews and refers the operating budget to the board for approval, and recommendations are made during the budget process as to salaries and other benefits. Documentation of the budget review and approval process is provided through meeting minutes.

The return is posted on guidestar.org and other similar types of websites. In addition, the financial statements, conflict of interest policy, articles of incorporation, form 990, form 1024, and by-laws are also available upon written request or by calling the organization directly.
