What is the organization's primary exempt purpose? IOWA CODE CHAPTER 386 ALLOWS A SELF-SUPPORTED MUNICIPAL IMPROVEMENT DISTRICT (HEREIN "SSMID") TO BE CREATED AND THE PROPERTY WITHIN THE DISTRICT TO BE TAXED IN ACCORDANCE WITH THE TERMS OF THE SSMID. THE INGERSOLL GRAND SELF-SUPPORTED MUNICIPAL IMPROVEMENT DISTRICT (HEREIN THE "INGERSOLL GRAND SSMID") IS A DISTRICT FORMED PURSUANT TO IOWA CODE CHAPTER 386. THE INGERSOLL GRAND SSMID WAS FORMED TO ALLOW PROPERTY OWNERS AND TENANTS WITHIN THE INGERSOLL GRAND SSMID TO BE TAXED IN ACCORDANCE WITH THE "PETITION TO ESTABLISH THE INGERSOLL GRAND SELF-SUPPORTED MUNICIPAL IMPROVEMENT DISTRICT PURSUANT TO CHAPTER 386, CODE OF IOWA," ATTACHED HERETO AS EXHIBIT A. THE TAX REVENUE FROM THE INGERSOLL GRAND SSMID WILL BE USED BY THE INGERSOLL GRAND SSMID TO UNDERTAKE CERTAIN ACTIONS AND DESIGN AND CONSTRUCT ANY AND ALL IMPROVEMENTS AUTHORIZED BY IOWA CODE CHAPTER 386. ECONOMIC DEVELOPMENT ACTIVITIES INCLUDED CERTIFICATION AND FIRST AMENDMENT OF THE TIF DISTRICT, EXPANSION OF TARGET AREA OF MULTIFAMILY TAX ABATEMENT TO INCLUDE THE INGERSOLL CORRIDOR; REVIEW BEGAN OF NEARLY 50 MILLION IN NEW PRIVATE INVESTMENT IN THE DISTRICT (LATER APPROVED BY CITY COUNCIL IN FY17). STREETSCAPE IMPROVEMENTS INCLUDED INSTALLATION OF 3 STREETSCAPE FRONTAGES, INSTALLATION OF FOOTINGS AND FOUNDATIONS FOR SCULPTURES FOR THE PUBLIC ART PROGRAM, WORK WITH A PUBLIC FINANCING EXPERT TO DEVELOP A PLAN FOR BONDING THE REMAINDER OF THE PUBLIC IMPROVEMENTS USING TIF. IN THE AREA OF MARKETING & EVENTS, A NEW BRANDING CAMPAIGN WAS PLANNED, SHOWCASING A NEWLY DESIGNED LOGO FOR THE DISTRICT, AND THE AREA'S FLAGSHIP EVENT, INGERSOLL LIVE, WAS HELD WITH OUTSTANDING SUPPORT FROM THE COMMUNITY AND ATTENDEES. IN THE MIDDLE OF FY2016, AN OPERATING AGREEMENT WAS ESTABLISHED BETWEEN THE INGERSOLL GRAND SELF-SUPPORTING MUNICIPAL IMPROVEMENT DISTRICT AND THE CITY OF DES MOINES. IN ADDITION, THE ADMINISTRATIVE ACTIVITIES WERE SHIFTED FROM THE DOWNTOWN COMMUNITY ALLIANCE TO AN INDEPENDENT CONTRACTOR AGREEMENT WITH WALKER COEN LORENTZEN ARCHITECTS AND INDEPENDENT BANKING AND BOOKKEEPING WAS ESTABLISHED. MAINTENANCE ACTIVITIES ARE PROVIDED BY BOESEN THE FLORIST THROUGH AN INDEPENDENT CONTRACTOR AGREEMENT FUNDED BY THE SSMID.

SERVICES PROVIDED BY THE BOARD OF DIRECTORS WITH ASSISTANCE OF AN INDEPENDENT CONTRACTORS. - BOOKKEEPING - ACCOUNTING SERVICES
FORM 990-EZ, PART III, LINE 28 PROGRESS WAS MADE IN 2016 IN ALL AREAS OF OPERATION. ECONOMIC DEVELOPMENT ACTIVITIES INCLUDED CERTIFICATION AND FIRST AMENDMENT OF THE TIF DISTRICT, EXPANSION OF TARGET AREA OF MULTIFAMILY TAX ABATEMENT TO INCLUDE THE INGERSOLL CORRIDOR; REVIEW BEGAN OF NEARLY 50 MILLION IN NEW PRIVATE INVESTMENT IN THE DISTRICT (LATER APPROVED BY CITY COUNCIL IN FY17). STREETSCAPE IMPROVEMENTS INCLUDED INSTALLATION OF 3 STREETSCAPE FRONTAGES, INSTALLATION OF FOOTINGS AND FOUNDATIONS FOR SCULPTURES FOR THE PUBLIC ART PROGRAM, WORK WITH A PUBLIC FINANCING EXPERT TO DEVELOP A PLAN FOR BONDING THE REMAINDER OF THE PUBLIC IMPROVEMENTS USING TIF. IN THE AREA OF MARKETING & EVENTS, A NEW BRANDING CAMPAIGN WAS PLANNED, SHOWCASING A NEWLY DESIGNED LOGO FOR THE DISTRICT, AND THE AREA'S FLAGSHIP EVENT, INGERSOLL LIVE, WAS HELD WITH OUTSTANDING SUPPORT FROM THE COMMUNITY AND ATTENDEES. IN THE MIDDLE OF FY2016, AN OPERATING AGREEMENT WAS ESTABLISHED BETWEEN THE INGERSOLL GRAND SELF-SUPPORTING MUNICIPAL IMPROVEMENT DISTRICT AND THE CITY OF DES MOINES. IN ADDITION, THE ADMINISTRATIVE ACTIVITIES WERE SHIFTED FROM THE DOWNTOWN COMMUNITY ALLIANCE TO AN INDEPENDENT CONTRACTOR AGREEMENT WITH WALKER COEN LORENTZEN ARCHITECTS AND INDEPENDENT BANKING AND BOOKKEEPING WAS ESTABLISHED. MAINTENANCE ACTIVITIES ARE PROVIDED BY BOESEN THE FLORIST THROUGH AN INDEPENDENT CONTRACTOR AGREEMENT FUNDED BY THE SSMID.
