The Minneapolis Federation of Teachers and ESP (Education Support Professionals), Local 59, is the exclusive representative of the teachers and educational assistants employed by the Minneapolis Schools. We work in collaboration with the Minneapolis Public Schools to provide high quality education to the children and families of Minneapolis.We have been serving the needs of our members since 1919. We are proud of our members and of what they do. They are among the best educators in the country. We are affiliates of the American Federation of Teachers, the AFL-CIO, and Education Minnesota. We are also founding members of the Teacher Union Reform Network (TURN), and a network of the most progressive teacher unions in the country.The mission of the Minneapolis Federation of Teachers, AFL-CIO, improves the lives of our members and their families, gives voice to their legitimate professional, economic and social aspirations, strengthens the institutions in which we work, improves the quality of the services we provide, brings together all members to assist and support one another and to promote democracy, human rights and freedom in our union, in our nation and throughout the world.

Return Reference Explanation
Part X, Line 2: The Minneapolis Federation of Teachers Local 59 is organized as a Minnesota nonprofit corporation and has been recognized by the Internal Revenue Service (IRS) as exempt from federal income taxes under Section 501(c)(5). The Federation is annually required to file a Return of Organization Exempt from Income Tax (Form 990) with the IRS. In addition, the Federation is subject to income tax on net income that is derived from business activities that are unrelated to its exempt purposes. The Federation has determined it is not subject to unrelated business income tax and has not filed an Exempt Organization Business Income Tax Return (Form 990-T) with the IRS. The Federation believes they have appropriate support for any tax positions taken, and as such, do not have any uncertain tax positions that are material to the financial statements. The Federation would recognize future accrued interest and penalties related to unrecognized tax benefits and liabilities in income tax expense if such interest and penalties are incurred.

Form 990, Part VI, Section A, line 1 The governing body delegates authority to the Officer/Executive Committee to act on its behalf. The committee includes all Officers of the Board - President, Vice President, Secretary, and Treasurer. The scope of the committee includes approval of actions that can be presented on a consent agenda for the full board.
Form 990, Part VI, Section B, line 11 The Executive Committee reviews the draft before it is filed. A copy of the Form 990 is emailed to the Board for review.
Form 990, Part VI, Section B, line 12c The full board and key personnel are covered by the policy. Each board member signs a document annually acknowledging the conflict of interest policy. The board President and Executive Officers determine if a conflict exists. Personnel and board members are not allowed voting authority on matters where a conflict of interest exists.
Form 990, Part VI, Section B, line 15a Compensation is dictated by the Minneapolis School District under the contract between the Minneapolis School District and Minneapolis Federation of Teachers, Local #59. The contract determines salary on the step and lane of each employee based on years of experience and educational degrees. The contract is negotiated every other year with the last contract being 2015 - 2017. The next contract is for 2017 - 2019.
