| FORM 990, PART III, LINE 4D - OTHER PROGRAM SERVICES | NCREP - MAP-21 created the National Cooperative Research and Evaluation Program (NCREP) to be administered by NHTSA and jointly managed by NHTSA and the Governors Highway Safety Association (GHSA). In partnership with NHTSA, GHSA has developed a successful approach to manage its NCREP responsibilities. This is Year 3 of this management (Year 1 -- DTNH22-14-H-00349-002 -- expired June 12, 2015; Year 2 -- DTNH22-15-00482 -- expires June 16, 2016). The third year will work much like Year 1 and Year 2. GHSA has established a Committee to guide the Associations NCREP activities. The Committee consists of three state highway safety office directors, GHSAs Executive Director and Director of Communications. Additionally, a Program Consultant is part of the Committee providing technical expertise and administrative support. The consultant is a former director of a state highway safety office who has been involved with NCREP and very active in other transportation research efforts in the past. The Committee will work with GHSAs Executive Board to determine the Associations research priorities. As a starting point, previously suggested NCREP projects that were not selected but scored highly will be presented to the Executive Board to determine if interest exists in reconsideration of the proposals. Following this activity, GHSA will invite its state members to propose topics that they would like to be researched. The Program Consultant will provide technical assistance and work with NHTSA to assess whether or not the topics would be duplicative of other federal research efforts. Once all proposals have been submitted, the Committee in collaboration with NHTSA will determine which proposals should be submitted to GHSAs Executive Board for consideration. Once GHSAs Executive Board has indicated which proposals it wishes to support, NHTSA will develop Project Evaluation Plans (PEPs) for each proposal to determine the feasibility of the selected projects. Subsequent to the completion of the PEPs, NHTSA will administer the selected research activities. As the research is conducted, NHTSA will work with GHSA to seek the Associations input regarding the projects. GHSAs Program Consultant, Executive Director and Director of Communications will collaborate with NHTSA on the implementation of the selected NCREP projects and to review project deliverables. Depending on the project, GHSAs NCREP Committee may also be more directly involved and may participate in project meetings with NHTSA. Throughout this process, in consultation with NHTSA, GHSAs Director of Communication will update GHSAs Membership about NCREP and educate them about the opportunities to propose research topics. This will be done through GHSAs NCREP webpage, (http://www.ghsa.org/html/resources/ncrep.html), articles in GHSA publications, email communications and a presentation during the Associations Annual Meeting.
