Form 990, Part VI, Section A, line 4 the association's by-laws were amended during fiscal year 2016. The amendments include: Amendment 1 - Ensures at least one board member is an Early Career Education, which is an educator that has no more than 7 years of experience. Amendment 2 - Changes language to clarify that the $40 of dues that members are paying in addition to their regular dues is a special assessment, and not permanent. Amendment 3 - Established a directive to regularly review the necessity of the special dues assessment, and determine when it can be reduced or eliminated. Amendment 4 - Allows District Council to elect substitute member to standing committees, just as they do for the board.
Form 990, Part VI, Section A, line 6 ISTA has members who voluntarily join and pay dues.
Form 990, Part VI, Section A, line 7a The ISTA Board of Directors is comprised of one member from each district plus representatives from other groups (i.e. retired, students, etc.) The members from each district are elected by that district.
Form 990, Part VI, Section A, line 7b The ISTA Representative Assembly (RA) is composed of delegates elected by local affiliates. The RA is the legislative body of the Association and as such, the assembly formulates policies, approves articles of incorporation and bylaw amendments, conducts the business affairs of the Association, and has all other powers and duties specifically provided to it by other Articles of Incorporation and Bylaws.
Form 990, Part VI, Section B, line 11 The return is reviewed by the treasurer and the board of directors, then the treasurer signs the return for filing.
Form 990, Part VI, Section B, line 12c Conflict of Interest policy is monitored by the Audit Committee.
Form 990, Part VI, Section B, line 15 Executive Director compensation is determined by the Board Management Personnel Committee, a committee of the ISTA Board of Directors, and approved by the Board of Directors. The ISTA President's salary is determined by ISTA board policy. Management and management support personnel compensation is determined by the Executive Director. All other employee compensation is determined by collective bargaining agreements which are approved by the Board of Directors.
