Explanation:

The taxpayer, a labor union Local representing blue collar county governmental workers, installed a new Treasurer on 1-1-15. This officer, himself a blue collar worker, with no income tax experience, was, and is, resposible for complying with tax reporting requirements. He had no formal training in what all was required of him in this position He replaced a long-time office holder who retired and took a lot of knowledge with him. Unfortunately, some tasks and deadlines were missed in the transition, including timely filing of Form 990. A new accountant, brought on board on in 2015, thought the 2014 Form 990 was not filed by his predecessor until nonfiling notices regarding the 2014 Form 990 were brought to his attention in 2017. At that time, the 2014 return was filed, and an attempt was made to prepare and file this 2015 Form 990, and the 2016 Form 990, which would have brought the taxpayer current. Unfortunately, all of the data necessary to file complete and accurate returns was not available in a timely manner, and the filing fell off of everyones radar. As of now, early November 2018, all Forms 990 have been filed,and the taxpayer is current. The late filing was due to the taxpayers inexperience and unfamiliarity with the consequences of a late filing. The late filing was definitely not a willful and malicious act, but rather one of not understanding the importance of filing in a timely manner. The taxpayer is now acutely aware, has made an attempt, and succeeded, to bring the filing situation current, and promises to remain current on all filings in the future. The taxpayer believes his initial lack of knowledge and subsequent actions to rectify the late filing status constitute reasonable cause to waive any late filing penalties.
