| 10 Facts and Circumstances Test Part II line 17a or 17b | SYLVESTER MANORS ACTIVE PUBLIC SUPPORT PERCENTAGE, FUNDRAISING PROGRAMS, A BOARD THAT REFLECTS THE PUBLIC NATURE OF THE ORGANIZATION, COLLABORATIONS WITH EDUCATIONAL INSTITUTIONS AND THE BREADTH OF PROGRAMMING TARGETED TO THE PUBLIC ALL SUPPORT THE CONCLUSION THAT SYLVESTER MANOR MEETS THE 10% FACTS AND CIRCUMSTANCES TEST.(1) PUBLIC SUPPORT PERCENTAGE - SINCE ITS INCEPTION IN 2011, SYLVESTER MANOR HAS ADEQUATELY MET THE PUBLIC SUPPORT TEST IN ALL YEARS, WITH THE EXCEPTION OF 2014. IN 2014 THERE WAS AN ATYPICAL DONATION OF LAND CONTAINING SIGNIFICANT VALUE, WHICH WAS A ONE-TIME DONATION, WHICH IS INTEGRAL TO THE ORGANIZATIONS PROGRAMMING. SYLVESTER MANOR EDUCATIONAL FARM RECEIVES A SUBSTANTIAL PART OF ITS SUPPORT FROM GOVERNMENTAL UNITS (COUNTY OF SUFFOLK) AND FROM CONTRIBUTIONS MADE DIRECTLY OR INDIRECTLY BY THE GENERAL PUBLIC (THROUGH FUNDRAISING ACTIVITIES AND GENERAL DONATIONS). THE ORGANIZATION HAD OVER 300 INDIVIDUAL DONORS IN THE 2018 FISCAL YEAR.(2) ACTIVE FUNDRAISING PROGRAM - SYLVESTER MANOR EDUCATIONAL FARMS MAIN FUNDRAISING EVENT IS ITS FARM TO TABLE EVENT. THE EVENT BRINGS TOGETHER SUPPORTERS OF SYLVESTER MANOR FROM NOT ONLY SHELTER ISLAND, BUT THE NORTH AND SOUTH FORKS AND GREATER NEW YORK CITY REGION. TABLES AND TICKETS ARE SOLD AT VARIOUS PRICE LEVELS AND ADDITIONAL FUNDS ARE RAISED THROUGH THE USE OF DONOR CARDS WHICH ALLOW ATTENDEES TO SUPPORT SPECIFIC PROJECTS OF INTEREST SUCH AS FARM APPRENTICE EDUCATION OR THE RESTORATION OF THE HISTORIC GARDENS. IN ADDITION, THE INSTITUTION DOES AN ANNUAL YEAR END APPEAL, WHICH ENCOURAGES DONORS TO MAKE UNRESTRICTED GIFTS FOR OPERATING PURPOSES. (3) THE BOARD THAT REFLECTS THE PUBLIC NATURE OF THE ORGANIZATION AND SPECIALIZED EXPERTISE - SYLVESTER MANOR EDUCATIONAL FARMS 21-PERSON BOARD INCLUDES COMMUNITY MEMBERS, PERSONS WITH EXPERTISE IN FINANCE, PUBLIC RELATIONS, LAW, MARKETING AND LAND PRESERVATION, AS WELL AS PEOPLE WITH SPECIALIZED TALENTS AND EXPERTISE RELATED TO THE MANORS PUBLIC PROGRAMS.(4) COLLABORATIONS WITH EDUCATIONAL INSTITUTIONS - SINCE ITS INCEPTION, SYLVESTER MANOR HAS BEEN ACTIVE WITH LOCAL AND REGIONAL UNIVERSITIES. AT NEW YORK UNIVERSITY, OVER 10,000 HISTORIC RECORDS FROM SYLVESTER MANOR ARE ARCHIVED AT THE FALES LIBRARY. THE PURPOSE OF THE SYLVESTER MANOR PROJECT, FORMED IN 2000, WAS TO PRESERVE AND INVENTORY THE FAMILY PAPERS AND RELATED DOCUMENTS - AN ESTIMATED 60 LINEAR FEET OF LETTERS, MAPS, WILLS, DEEDS, JOURNALS, INVENTORIES, BILLS OF SALE, COURT PAPERS, AND PHOTOGRAPHS WHICH REVEAL THE UNIQUE 300-YEAR-OLD HISTORY OF A NORTHERN PLANTATION. AT THE UNIVERSITY OF MASSACHUSETTS, STARTING IN 1998, FACULTY AND STUDENTS FROM THE UNIVERSITY OF MASSACHUSETTS BOSTON BEGAN AN EXTENSIVE PROGRAM OF EXCAVATION AND ANALYSIS THAT CONTINUES TO UNFOLD. EXCAVATIONS WERE CARRIED OUT EVERY SUMMER BETWEEN 1998 AND 2005 WITH SUBSEQUENT, MORE LIMTED EXCAVATIONS CARRIED OUT IN 2006 AND 2007. IN 2007 A SUMMARY OF THE PROJECTS RESULTS WAS PUBLISHED AS A SPECIAL ISSUE OF NORTHEAST HISTORICAL ARCHAEOLOGY VOLUME 36. UMASS ARCHAEOLOGISTS AND UMASS GRADUATES NOW AT THE UNIVERSITY OF MINNESOTA AND ELSEWHERE CONTINUE TO STUDY AND CATALOG THE ARTIFACTS EXCAVATED DURING PAST DIGS AND CONTINUE TO CARRY OUT NEW DIGS. LOCALLY, STONY BROOK UNIVERSITY OFFERED A SUSTAINABILITY COURSE IN INTEGRATIVE COLLABORATE SYSTEMS IN 2011 AIMED AT ANSWERING THE QUESTION, WHAT IS SYLVESTER MANOR. WHILE SOME PROGRAMS CHANGE FROM YEAR TO YEAR, EACH SUMMER WE OFFER YOUTH PROGRAMS THAT TEACH CHILDREN HOW TO GROW THEIR OWN FOOD AND TO PROTECT THE ENVIRONMENT THAT NURTURES OUR FARM. THE FARM APPRENTICE PROGRAM INCLUDES WORKSHOPS THAT WERE OPENED UP TO THE PUBLIC IN 2018. SYLVESTER MANOR DONATES PRODUCE ON A WEEKLY BASIS TO THE LOCAL SCHOOL CAFETERIA AND THE SENIOR SERVICES HOT LUNCH PROGRAM. THERE ARE OTHER LOW/NO COST PROGRAMMING OPPORTUNITIES THROUGHOUT THE YEAR THAT ENCOURAGE LOCAL FAMILIES TO COME TO THE MANOR GROUNDS AND ENJOY THE LANDSCAPE, HISTORY AND RESOURCES. THESE INCLUDE A WEEKLY STORY THYME PROGRAM AT THE FARMSTAND DURING THE SUMMER IN COLLABORATION WITH THE SHELTER ISLAND PUBLIC LIBRARY AND A NEW HIKING TRAIL CONSTRUCTED IN CONJUNCTION WITH THE SHELTER ISLAND TRAIL CLUB. FOR THE REASONS STATED ABOVE, SYLVESTER MANOR QUALIFIES AS A PUBLIC CHARITY ON THE FACTS AND CIRCUMSTANCES TEST. |
