	Alcohol Detection: In 2008 and continuing in 2013, the Coalition entered into two consecutive 5-year cooperative research agreements with the National Highway Traffic Safety Administration (NHTSA) within the US Department of Transportation. Under this agreement, the coalition is working cooperatively with NHTSA to explore the feasibility, the potential benefits of, and ubiquitous use of a range of technologies to prevent drunk driving. This research will determine what is likely to be needed to ensure the successful development and deployment of advanced technology alcohol detection devices. - See Schedule O for continuation

Form 990, Part III, Line 4a, Alcohol Detection (continued):	As currently envisioned, the devices are intended to determine the blood alcohol level of a driver during the process of starting a motor vehicle and to prevent a vehicle from being driven when the device registers that a driver's blood alcohol level exceeds the legal limit. These devices must be moderately priced, absolutely reliable, and unobtrusive to the sober driver.
Part V, Lines 2a & b, Part VII, Part IX Compensation & Benefits Reporting:	The Coalition does not have any employees. The Coalition reimburses staffing costs to an affiliated, but unrelated organization based upon timesheet allocations and actual payroll costs. The affiliated organization files all required federal employment returns. The amounts reflected in Part VII represent the portion of officer's calendar year 2017 compensation and benefits allocated to the Coalition. The amounts reflected in Part IX, Line 5 represent the portion of officer's fiscal year 2018 compensation and benefits allocated to the Coalition.
Form 990, Part VI, Section A, line 6	The Coalition has active, sustaining, and associate members. Active and sustaining members shall vote at annual and special meetings on election of officers and on any other issues that may come before them. Associate members shall attend meetings of the members at the invitation of the President & CEO, and shall vote on issues placed before them by the Board or operating committee.
