Form 990, Part VI, Line 17 - States Where Form 990 Must Be Filed	On December 12, 2008, the District of Columbia Office of Tax and Revenue (OTR) eliminated the IRS Form 990 filing obligation. Therefore, D.C. nonprofit organizations are no longer required to file a copy of their Form 990 with OTR. Please refer to District of Columbia OTR Notice 2009-01.
