CHSRA agreed to purchase property on the right of way for $475,000 and also agreed to offer an interim settlement of $16,448,000 for existing properties and structures on the east side of G Street, including the buildings at 310 G Street.High-Speed Rail financial activity includes financial transactions related to the relocation and moving of a portion of the organizations operations to a temporary site and the sale of property that has been vacated. It also includes financial activity for funds received for purchase and replacement of a permanent campus. High-Speed Rail related balances are separately stated on the consolidated statement of financial position. Revenue and expenses recognized are reported as nonoperating on the consolidated statement of activities. Cash and cash equivalents designated for High-Speed Rail expenses are segregated in separate bank accounts and will be used only for directly related expenses. Some relocation expenses have resulted in the acquisition and/or construction of fixed assets during the temporary relocation and those assets have been capitalized. Some relocation expenses will result in temporary assets that will be removed or demolished to restore the land to green space after permanent facilities are constructed and these assets have been expensed. The organizations accounting policy for capitalizing fixed assets acquired or constructed with High-Speed Rail funds requires capitalization if the estimated economic life of the asset exceeds two years. At the December 31, 2017, the estimated economic life of these assets was uncertain. Due to this uncertainty, no fixed assets or construction in progress has been recorded and no revenue or expense for 2017 has been reported in the consolidated statement of activities. In addition, accounts receivable related to High-Speed Rail have been combined with deferred revenue received from High-Speed Rail (assuming a right to offset) and reported at net in the consolidated statement of financial position. Cash received from High-Speed Rail for 2017 was $4,826,774 and disbursements of High-Speed Rail funds was $6,156,097.For the year ended December 31, 2018, High-Speed Rail funds for the purpose of temporary relocation have been recognized as nonoperating revenue in the consolidated statement of activities to the extent of expenses incurred and fixed assets acquired. High-Speed Rail funds received for the purpose of purchase and/or construction of a permanent campus have been deferred until such time as assets are purchased and/or constructed. The balance in deferred income for High-Speed Rail at December 31, 2018 and 2017 of $8,977,999 and $1,470,517, respectively, represents unrecognized High-Speed Rail receipts in excess of related receivables. Uncollected accounts receivable from High-Speed Rail are $827,852 and $472,527 at December 31, 2018 and 2017, respectively.The nonoperating gain from HSR settlements in 2018 was $6,606,379 and the net nonoperating revenue from High-Speed Rail receipts and expenditures recognized in 2018 was $4,222,725. |
