Communications - Our Communications Department in 2019 provided greater public awareness about issues dealing with Vietnam-era veterans as well as challenges facing veterans of the Global War on Terror, working with national news media, and by distributing information on an ongoing basis. VVA continues to expand its reach through the use of electronic media. On the web, VVA can be found at www.vva.org. Our e-newsletter, The Web Weekly, provides our subscribers with the latest developments in veterans health and legislation. Our YouTube channels, Face Book pages, and twitter accounts are further expanding our reach and our number of followers continue to grow. Media and Press workIn FY 2019, VVAs Communications Department issued 30 press releases on topics of import to VVA policy and government affairs. Follow-up outreach was conducted, providing journalists with VVA spokespersons on relevant topics to todays veterans--Toxic Exposure Research Legislation; Discharge Upgrades; the VAs healthcare crisis; and more. Placements included New York Times, Washington Post, U.S. News and World Report. A press conference was held on Capitol Hill to address PTSD and treatment at the VA for those with less than honorable discharges. Web WeeklyIn FY19, 36 issues of the Web Weekly were produced and distributed to VVAs membership, supporters, and members of the media. The open rate for the Web Weekly remains well above the industry average for nonprofits (20 percent).Social MediaThe VVA Face book page continues to gain followers, as measured by Likes, evidence of the universal transition to electronic media: In FY19 the VVA Face book had a 4% increase in followers over FY18; the VVA Twitter account had a 193% increase in followers over FY19, issuing over 7,300 tweets; and the VVA YouTube channel had 101,031 views in FY19.In FY19 the VVA FAO twitter account had a 7% increase in followers over FY17, and the VVA FAO YouTube channel had 98,747 views in FY19. PublicationsIN FY2019, the Communications Department de88veloped and produced the following new publications: The VVA Annual Report; The Rainbow Agents Poster; the VVA National Leadership Conference Notebook; the VVA Staff Directory; an Agent Orange trifold brochure with AVVA, Has Your Child or Grandchilds Health been Affected by Your Military Service?; and3 reprints/updates of VVA Guide on Agent Orange.In addition to preparing the Leadership Conference Notebook for production by U-Haul, the Communications Department facilitated the production of educational materials for Leadership Conference presenters: So you Want to be President PowerPoint; Brochures and Education MaterialsThe Communications Department distributes materials to the chapters and state councils to assist in education and outreach.In FY 2019, 44,305 brochures were mailed to our members in the field on the following topics: The Veterans Health Council; POW/MIA; Veterans Initiative Program; Women Veterans; PTSD; Suicide Prevention, Diabetes, Ischemic Heart Disease, and prostate Cancer. (total brochures distributed since FY13 is 391,391 brochures.) In FY 2019, 9,103 Agent Orange guides were distributed. (total guides distributed since FY2015 is 119,101.)In FY 2019, 2,325 Agent Orange Education Campaign folders were distributed (total folders distributed since FY13 is 30,176.)ProgramsVVAs Communications Department implements three programs, The Faces of Agent Orange; Veterans Initiative, and Awards, in coordination with the Agent Orange, POW/MIA, and Public Affairs Awards program. A. Faces of Agent Orange*In FY 2019, the Communications Department coordinated, publicized, and provided support and materials for 25 Agent Orange Town Hall Meetings, bringing the total to 323 town hall meetings since August 2009. In our seven-year battle for justice, we have achieved what many in Washington doubted could be done. On December 16, 2016, President Obama signed into law H.R. 6416, the Jeff Miller and Richard Blumenthal Veterans Health Care and Benefits Improvement Act.This legislation, a necessary first step, will establish the groundwork for the research we need on the health of our veterans children and grandchildren, whom we believe have been impacted by exposures during our military serviceand in keeping with our founding principle, this legislation will ensure that our newer veterans will not have to wait 50 years for answers, as it provides for the children of our Gulf War veterans as well as the children of our OEF/OIF/OND veterans. We continue to monitor the progress of this legislation. The VA is currently behind schedule in notifying Congress of its intent re the recommendation of NASEM. While the Communications Department initiated the Faces of Agent Orange Program, its success is due to our VVA and AVVA members who answered the call. From coast to coast, they mobilized at the grassroots, organizing Agent Orange town hall meetings to collect the personal stories of the children for the Faces of Agent Orange and to educate veterans and their families about dioxin and its toxic legacy. And as the word spread, other VSOs joined, initiating outreach efforts modeled after VVAs. VVA chapters and state councils worked with news outlets, met with legislators, built coalitions, sought resolutions, and participated in call-in days. It is due to the outreach and education of our members, fighting at the grassroots, that this legislation, which most in D.C. thought would never fly, is now Public Law. B. Veterans InitiativeVVAs Communications Director provided logistical support and served as the protocol and policy advisor for the Veterans Initiative mission to Vietnam. For 22 days in January, VVAs Veterans Initiative Team travelled from North to South for meetings with Vietnamese veterans and officials at the national, province, district, and commune levels to discuss the issue of recovering the remains of the war deadArriving in Hanoi on January 19 for a week of meetings with the various government agencies and non-governmental agencies, including the leadership of our host organization, The Union of Friendship Organizations; the Vietnamese Veterans Association; the Ministry of Defense, The Ministry of Foreign Affairs, and the Vietnamese Association of Victims of Agent Orange. The team then travelled South for meetings with at the province and district levels in Hue, Quang Tri, Danang, Tam Ky, and Ho Chi Minh City.

This was VVAs 26th delegation of the Veterans Initiative since its inception in May 1994Since that first delegation, Vietnam Veterans of America has provided to the Vietnamese 303 cases containing information with the potential to recover more than 15,000 KIA, of which the Vietnamese report 1,500 remains have been recovered.On the American side, according to DPAA, of February 22, 2019, the remains of 1,057 U.S. servicemen have been repatriated from Vietnam, Laos, Cambodia, and PRC, since January 27, 1973; today, 1,246 U.S. service members still unaccounted for in Vietnam, of which 698 are classified Further Pursuit, 78 are Deferred, and 570 are No Further Pursuit. (In Laos, 288; Cambodia, 48; and PRC, 7). C. AwardsThe VVA Communications Department supports VVAs robust awards and recognition program, insuring that plaques, certificates, and medals are created and delivered to the worthy nominees, be they VVA members, chapters, and/or state councils. This year, 229 Achievement medals were awarded to worthy individuals nationwide who are going above and beyond on behalf of our nations veterans and their families. VVAs highest award, the VVA Commendation Medal, was presented to four outstanding individuals whose stellar work has had a national impact. In FY 2019, VVA launched its JROTC medal and scholarship program, which was immediately embraced by our chapters and state councils. We have distributed 294 medals, and ten state councils provided their top candidate for the national scholarship award. This is an awesome beginning and we anticipate even greater participation in FY20. Government Relations - The core role of VVAs Office of Government Relations is to advocate to improve entitlement benefits and services for our nations veterans, and to seek positive action on resolutions passed at the national convention. Staff works in concert with the leadership of VVA to educate and agitate federal officials and their staff members in Congress, in the Executive Branch, in the Department of Veterans Affairs and other federal entities whose programs directly serve veterans. Staff the office currently has an executive director, one director, two deputy directors, three associate directors and two senior advisors coordinate with the national Board of Directors, the Executive Committee, and various national committees to implement the mandates of convention resolutions and other organizational policies, and to strategize and advise on how best to realize VVA policy goals. Staff also works in concert with their colleagues in other veterans service organizations and other associations on issues of common concern. VVA has long led the charge and galvanized action on such issues as Agent Orange, PTSD, Veterans Incarcerated, Homeless Veterans, Minority and Women Veterans, the fullest possible accounting of American POW/MIAs. It should be noted that any accomplishments and victories would not have been possible without the active support of VVA members at the local level and leadership on the national level. During VVAs current fiscal year (March 1, 2018 through February 28, 2019), Government Relations staff was instrumental in working on the following issues:Veterans Health Care. We continue to press for additional funding for the VAs medical operations and for implementation of needed administrative reforms and with passage of Public Law 115-1812, VA Mission Act, this comprehensive law would strengthen the VA abili Caregivers Expansion. We, successfully lobbied Congress in support of expanding family caregivers of catastrophically wounded or injured warriors after 9/11 and with the passage of the Public Law 115-182, the MISSION Act, and pre- 9/11 veterans and their families are now eligible. Gulf War Illnesses. Similarly, we continue to work with to promote public awareness of diseases found in too many veterans of the first Persian Gulf War, and to press elements of the federal bureaucracy for information and studies of the possible causes and potential long-term effects of whatever Gulf War veterans may have been exposed to during their service.Agent Orange. We successfully lobbied Congress for the passage of Public Law 116-123, the Blue Water Navy Vietnam Veterans Act. Implementation of this law will provide presumptive service connection for veterans who served offshore of the Republic of Vietnam during the years of the war. Hepatitis C. VVA played a key role to get the VA to allocate funds for the very expensive cure, both securing the funds and ensuring it was used to cure veterans with hep C.Vet Centers. We have maintained our unequivocal support for the need to provide additional funding for the Vet Centers, which have helped thousands of veterans and members of their families deal with the psychological wounds of war.VA Outreach. VVA has continued to push for additional access for all veterans to the VA resources that are key to them, given their age and their wounds.Homeless Veterans. We continue to promote the expansion of unique veteran-oriented homeless programs and advocate that a fair share of federal resources be directed to address this issue. And we continue to lobby to ensure full implementation of Public Law 107-95, the Homeless Veterans Comprehensive Assistance Act. Women Veterans. Since 1982, we have been a leader in advocacy and championing appropriate and quality health care for all women veterans. The VA has made many innovations, improvements, and advancements in this realm over the past thirty years. However, some concerns respective of VA policies, care, treatment, delivery mode, and monitoring of services to women veterans remain. Compensation and Pension. We continue to work to ensure that claims for benefits are adjudicated in a timely fashion in accordance with the law.Entrepreneurship and Employment. We have taken the lead in fighting for funding for veterans employment and training programs, and for action by the Executive Branch that would ensure that the 3% goal of awarding federal contracts to veterans especially service-connected disabled veterans is met if not exceeded. Veterans Preference. We continue to advocate for the integrity of veterans preference laws and regulations at all agencies. POW-MIA. May 2, 2019, submitted statement for the record to the House Veterans Affairs Committee Subcommittee on Health, regarding Cultural Barriers Impacting Women Veterans Access to HealthcareJune 20, 2019, submitted statement for the recorded before the House Veterans Affairs Committee Subcommittee on Disability Assistance and Memorial Affairs, regarding Ensuring Access to Disability Benefits for Veterans Survivors of Military Sexual TraumaVVA membership in now over 84,000 with 90% of these members having committed to VVA by becoming Life Members. In the past fiscal year seven new VVA Chapters have been chartered. The Membership Department is moving to implement online joins and renewals. We are continuing our efforts to propel VVA into the future with the electronic submission of election reports and further developing mass electronic communication with state councils and chapters. Over the past year, the VHC has been busy in its efforts to both educate and inform Americas veterans, their families, and its partners in the health care community about the Illnesses and maladies associated with their military service. This effort is augmented by the VHC brochures, which has been widely distributed throughout the nation via public events and meetings. VHC plan to update and reprint these brochures and continue this effort.In partnership with Tragedy Assistance Program for Survivors (TAPS) and Wounded Warrior Project (WWP) during this calendar year, The Veterans Health Council (VHC) of VVA initiated an information and outreach campaign focused on educating veterans and their families about their possible toxic exposures and what steps they need to take within the VA for diagnoses, as well as for joining the VAs Burn Pits Registry. One particular example of this outreach is the design, development, and printing of a toxic exposure brochure that is now being distributed nationwide with the assistance of VHC partners. We created toxic exposure articles appearing in the national newsletter, Marine for Life, Soldier for Life, the National Grange newsletter, the VVA Web Weekly, and other national military and veteran-related newsletters. We also appeared CBS Connecting Vets in a podcast aimed at educating Post 9/11 veterans of their toxic exposures. These efforts alone have allowed us to reach over one million veterans to date. In addition, the VHC has met one-on-one with other VHC partners in the health care arena informing them of the initiative and asking for their support. We are also in the process of updating the VHC website to include toxic exposure among Post 9/11 veterans and have begun a social media campaign to raise public awareness and facilitate broader discussion on toxic exposures. In addition, the VHC has begun compiling one of the most extensive databases on disease linked to military service toxic exposures. By educating veterans, their family members, and their healthcare providers about toxic exposures, during military service, we can not only help increase screening for health risks associated with toxic exposure but also identify clusters of illnesses and injuries-related to toxic exposures, as well as empower individuals with the information they need to ensure they are receiving the healthcare they deserve. Ms. Rebecca Patterson (Master of Public Health), newly promoted, will continue to manage this project. We also recognize the broader outreach and education efforts are necessary, so we are attempting to collaborate with the Centers for Medicare and Medicaid Studies (CMS) to include veteran health questions (i.e. Did you ever serve in the U.S. military? If yes then When did you serve; Where did you serve and What was your MOS? (military occupation specialty code-what was your specific job) on the electronic medical record systems (EHRs) of Medicare, as well as working to understand what it will take to get these questions onto state Medicaid EHRs. The VHC also joined with other healthcare advocacy groups through letters and visits to Congress to advocate the critical role Medicare Part D plays in providing veterans and their families with access to affordable medications, along with other national healthcare policy initiatives such as electronic health care records and the rapidly growing use of genomics in healthcare. VHC will develop and pursue an independent study guide for VA healthcare providers and civilian healthcare provides for CME credits. In 2001, the VA Military History Subcommittee was tasked to oversee the incorporation of appropriate military data elements into veterans histories. The Subcommittees mandate stems from P.L. 106-419, Section 211, in which the Secretary of the VA is directed to ensure that relevant military histories of veterans are included in Department records.It is my intent, as Director VHC, to introduce this independent study guide not only to the Department of Veteran Affairs healthcare providers but to the 135 Accredited Medical Schools and 35 osteopathic medical schools for physician education that the VA has affiliation agreements. The authority for establishing VAs affiliation derives from Memorandum Number 2 (January 30, 1946). By forming affiliations with medical schools and universities, VA has become the largest provider of healthcare training in the United States. In Academic Year 2017, 43,565 medical residents, 24,683 medical students, 463 Advanced Fellows, and 849 dental residents and dental students received some or all of their clinical training in VA. Many trainees have their health profession degrees and contribute substantially to VAs ability to deliver cost-effective and high-quality patient care during their advanced clinical training at VA. These efforts will be in collaboration with Marsha Four and Dr. Linda Schwartz and the American Academy of Nursing. In addition and working with VHC will continue to develop military history cards for veterans to present to their healthcare provider about their military service and exposures. The VHC will also continue to focus on other veteran healthcare advocacy efforts including the over-prescribing of opioid medications for chronic and potential impact on veterans, military sexual trauma, and veterans fertility issues, cancer linked to toxic exposures, prostate cancer and agent orange, healthcare genomics, and the proposed reforms to Medicare and Medicaid that will severely affect our nations veterans and their families. The VHC also expects to utilize the social media and communications resources of VVA through the Temporary Help line item, which is used for outreach to military and veterans networks for dissemination of educational materials, information updates and reports designed to raise awareness of key public policy issues as well as building and encrypted veterans healthcare information database, and maintaining the VHCs membership database. VHC and Chair, Dr. Tom Hall, is aggressively pursuing the issue of PTSD, Substance Abuse, Veteran Suicide Risk and Prevention and Mental health issues funded by some outside sources. (Mrs. Maureen Elias, Master of Mental Health, will manage this program).With approval of Mr. Rick Weidman, Executive Director Governmental Affairs, VHC will continue to make presentations before Congressional Committees, at professional meetings, trainings, academic conferences, and webinars. Lastly, the VHC continues to respond to requests from individual VVA members, VVA State Councils and Regional Directors for brochures, health care information and presentations, as well as assistance in preparing testimony for local, state and national VVA advocacy efforts.

In addition, the VHC will continue to partner with other members of the veterans health advocacy community to develop educational outreach initiatives on the implementation of health care reform, including Congressional briefings that focus on the importance and inclusion of veteran stakeholders in health care public policy.Veterans Benefits - Over 77,000 Veterans and family members represented by the Vietnam Veterans of America Veterans Benefits Program (VBP) are receiving over eighty millions dollars a month in VA benefits as a result of the VVA VBP program. The VBP currently consists of 461 Veteran Service Officers covering 30 States and Puerto Rico, and three national offices located in Silver Spring, MD and Washington D.C. with 15 staff members that cover the remaining states and the Philippines as well as 80% of cases at the Board of Veterans Appeals (BVA). Over the course of the fiscal year, claimants represented by the VBP were issued approximately 2,098 new benefit awards; totaling $6,395,293. The VBP filed approximately 2,444 appeals at the Regional Office level. The VBP also processed 738 appeals at the BVA while maintaining a success rate of 80%.

Return Reference Explanation
Footnote for uncertain tax position under FIN 48 (Part X) The accounting standard on accounting for uncertainty in income taxes addresses the determination of whether tax benefits claimed or expected to be claimed on a tax return should be recorded in the financial statements. Under that guidance, The Organization may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by taxing authorities based on the technical merits of the position. Examples of tax positions include the tax-exempt status of The Organization and various positions related to the potential sources of unrelated business income tax (UBIT). The tax benefits recognized in the financial statements from such a position are measured based on the largest benefit that has a greater than 50% likelihood of being realized upon ultimate settlement. There were no unrecognized tax benefits related to uncertain tax positions identified or recorded as liabilities for the current year. The Organizations policy would be to recognize interest and penalties, if any, on tax positions related to its unrecognized tax benefits in income tax expense in the financial statements. No interest and penalties were assessed or recorded during the year.
