Explanation:

In August of 2017 the administrative assistant changed from being an independent contractor to the organization to being an employee. At that time an accounting firm was hired to make sure all matters regarding an employee including filing taxes and the appropriate state and federal forms were filed and processed. The treasurer received IRS Notice CP259A that form 990 was not completed and filed for the tax year 2018 and at that time made inquiries of the administrator of CPSP why the forms were not filed by the accounting firm. The treasurer then personally started doing the work of completing the work for the 990 once it was determined that the accounting firm was not going to file the 990 form.
