| FORM 990, PART III, LINE 2 | NEW YORK IMMIGRANT FREEDOM FUND (NYIFF) PROGRAM: THE NEW YORK IMMIGRANT FREEDOM FUND IS A PROGRAM OF THE BROOKLYN COMMUNITY BAIL FUND IN PARTNERSHIP WITH AN ADVISORY COUNCIL OF COMMUNITY-BASED ORGANIZATIONS FIGHTING TO DISMANTLE OUR PUNITIVE IMMIGRATION AND DETENTION SYSTEMS. THE FUND PAYS IMMIGRATION BOND FOR COMMUNITY MEMBERS WHO ARE UNABLE TO AFFORD IT THEMSELVES, SECURING THEIR RELEASE AND REUNITING THEM WITH THEIR FAMILIES AND COMMUNITIES. BEYOND PAYING INDIVIDUAL BONDS, WE WILL HARNESS OUR RESULTS TO STRATEGICALLY AND OPPORTUNISTICALLY INFLUENCE THE LARGER POLICY CONVERSATION ON DETENTION AND DEPORTATION, IN NEW YORK AND NATIONALLY. |
| FORM 990, PART III, LINE 3 | THE NATIONAL BAIL FUND NETWORK (NBFN) WAS LAUNCHED IN SEPTEMBER 2016 AS A 2-YEAR PROJECT OF THE BROOKLYN COMMUNITY BAIL FUND (BCBF) WITH THE SUPPORT OF OPEN PHILANTHROPY'S CRIMINAL JUSTICE REFORM PROJECT. NBFN SEPARATED FROM BCBF IN SEPTEMBER 2018. |
| FORM 990, PART III, LINE 4A, DESCRIPTION OF PROGRAM SERVICE: | NATIONAL BAIL FUND NETWORK PROGRAM (NBFN): NBFN IS A NATIONAL PROJECT THAT WORKS WITH ORGANIZERS, ADVOCATES AND LEGAL SERVICE PROVIDERS ACROSS THE COUNTRY THAT ARE USING, OR CONTEMPLATING USING, COMMUNITY BAIL FUNDS IN EFFORTS TO RADICALLY CHANGE LOCAL BAIL SYSTEMS AND REDUCE INCARCERATION. NBFN WAS FORMED IN SEPTEMBER 2016 AS A 2-YEAR PROJECT OF THE BROOKLYN COMMUNITY BAIL FUND WITH THE SUPPORT OF OPEN PHILANTHROPY'S CRIMINAL JUSTICE REFORM PROJECT; NBFN SEPARATED FROM BCBF IN SEPTEMBER 2018. |
| FORM 990, PART III, LINE 4B, DESCRIPTION OF PROGRAM SERVICE: | BAIL OPERATIONS PROGRAM: THE BAIL OPERATIONS PROGRAM PREVENTS UNNECESSARY AND UNJUST PRETRIAL DETENTION BY PAYING BAIL OF $2,000 OR LESS FOR LOW-INCOME NEW YORKERS ACCUSED OF MISDEMEANORS. BCBF RECEIVES REFERRALS FROM EVERY PUBLIC DEFENDER AGENCY IN BROOKLYN, MANHATTAN AND STATEN ISLAND. IN THE FIRST FOUR YEARS OF OPERATIONS, BCBF SERVED OVER 4,200 INDIVIDUALS, INCLUDING 1,225 IN 2018, MANY OF WHOM WOULD HAVE PLED GUILTY JUST TO GO HOME OR REMAINED IN JAIL AWAITING TRIAL BECAUSE THEY COULD NOT AFFORD TO BUY THEIR PRETRIAL FREEDOM. OUT ON BAIL, BCBF CLIENTS ARE TWICE AS LIKELY TO RECEIVE FAVORABLE DISPOSITIONS AS COMPARED WITH SIMILARLY SITUATED INDIVIDUALS WHO REMAIN DETAINED PRETRIAL. NINETY-FIVE PERCENT OF BCBF CLIENTS APPEAR FOR ALL REQUIRED COURT DATES. AS A RESULT, BAIL PAID REVOLVES BACK TO THE FUND, AVAILABLE TO HELP OTHERS IN NEED. LED BY THE DIRECTOR OF BAIL OPERATIONS, FIVE FULL-TIME BAIL PAYERS PAY BAIL AND COMMUNICATE WITH CLIENTS, THEIR FAMILIES AND PUBLIC DEFENDERS. ADDITIONAL BAIL OPERATIONS STAFF PROVIDE REMINDERS ABOUT COURT DATES. |
| FORM 990, PART III, LINE 4C, DESCRIPTION OF PROGRAM SERVICE: | CLIENT SERVICES PROGRAM: MANY OF BCBF'S CLIENTS ARE CAUGHT IN NEW YORK CITY'S CRIMINAL JUSTICE SYSTEM BECAUSE THEY LIVE IN CONDITIONS OF POVERTY AND ARE DISPROPORTIONATELY TARGETED, CRIMINALIZED AND PROSECUTED. MOREOVER, EVEN A FEW DAYS IN JAIL FOR THE INABILITY TO AFFORD BAIL CAN HAVE DEVASTATING CONSEQUENCES, SUCH AS THE LOSS OF HOUSING OR EMPLOYMENT. FOR THESE REASONS, AFTER BAIL IS PAID, THE CLIENT SERVICES TEAM WORKS WITH CLIENTS TO ADDRESS THEIR SELF-IDENTIFIED NEEDS. IT IS A HOLISTIC INTERVENTION THAT OFFERS WRAP-AROUND RE-ENTRY AND OTHER SERVICES ON A SELF-ELECTED, NEED-ONLY BASIS. SOME SERVICES ARE PROVIDED BY THE CLIENT SERVICES TEAM IN-HOUSE; FOR CLIENTS WITH MORE SIGNIFICANT NEEDS, BCBF CONNECTS CLIENTS WITH PARTNER COMMUNITY-BASED SERVICE PROVIDERS IN THE AREAS OF EMPLOYMENT, EDUCATION, HOUSING, HEALTH AND MENTAL HEALTH CARE. IN 2018 ALONE, BCBF PROVIDED SERVICES TO HUNDREDS OF CLIENTS IN NEED. THE DIRECTOR OF CLIENT SERVICES SUPERVISES A TEAM OF FIVE INCLUDING A LICENSED SOCIAL WORKER. |
| FORM 990, PART VI, SECTION A, LINE 4 | DURING 2018, BROOKLYN COMMUNITY BAIL FUND AMENDED ITS BYLAWS TO EXPAND ON ITS PRIMARY EXEMPT PURPOSE TO INCLUDE ASSISTING INDIGENT IMMIGRATION DETAINEES TO ALIGN WITH ITS PLAN TO ASSIST WITH BOND PAYMENTS FOR DETAINED IMMIGRANTS. |
| FORM 990, PART VI, SECTION B, LINE 11B | THE PREPARED FORM 990 IS REVIEWED AND APPROVED BY THE EXECUTIVE DIRECTOR BEFORE THE RETURN IS FILED WITH THE IRS. A COPY OF THE RETURN IS PROVIDED TO ALL MEMBERS OF THE GOVERNING BODY BEFORE IT IS FILED. |
| FORM 990, PART VI, SECTION B, LINE 12C | ANNUALLY ALL DIRECTORS AND OFFICERS COMPLETE AND SIGN A STATEMENT THAT PROVIDES INFORMATION REGARDING THEIR INTERESTS AND THOSE OF THEIR FAMILY MEMBERS THAT COULD GIVE RISE TO CONFLICTS. THE MEMBERS OF THE GOVERNING BODY MAKE DETERMINATIONS OF WHETHER A CONFLICT EXISTS AND REVIEW ACTUAL CONFLICTS. ANY PERSON WITH A CONFLICT IS PROHIBITED FROM PARTICIPATING IN THE GOVERNING BODY'S DELIBERATIONS AND DECISIONS IN THE TRANSACTION. |
| FORM 990, PART VI, SECTION B, LINE 15A | THE INDEPENDENT MEMBERS OF THE GOVERNING BODY DETERMINED THE EXECUTIVE DIRECTOR'S COMPENSATION USING DATA ON COMPENSATION PAID BY COMPARABLE ORGANIZATIONS IN THE SAME OR SIMILAR COMMUNITIES FOR SIMILAR SERVICES.
