	The organization distributes water to its members who are real property owners within the geographical service specified on Exhibit "A" attached to organization's articles of incorporation, within Aptos, California. This service area was authorized by the Santa Cruz Local Area Formation Commission (LAFCO). The area straddles Trout Creek and includes all parcels within about one mile on each side of Trout Creek. The California Public Utilities Commission (PUC) required that this organization serve all former customers of the Mar Vista Water Company. All former customers are now members, except for 3 owners of parcels that are red-tagged as uninhabitable. Some parcels in the service area have private wells. This organization serves the public welfare of all residents (no businesses) in this service area by providing water to its current 185 members, and to future members up to its current capacity limit of 199 connections. As such, the organization benefits the entire community as a whole within its capacity and service area. Trout Gulch Water Company's activity is to deliver domestic drinking water to its Members. This includes pumping this water from underground wells, storing it, testing it's quality, distributing it via water mains and distribution pipes to customer residences, measuring the volume of water used and billing and collecting fees from customers. In addition: testing, maintenance and replacement of facilities is conducted using standards, advice and guidance provided by the US EPA, State of California and Santa Cruz County departments of Environmental Quality. The above activities are conducted by contracted operators licensed by the State of California (where required or recommended) and other independent contractors. Water delivery activities are performed on established schedules and as needed to provide water to our customers every day and hour. All of Trout Gulch Water's activities are focused on providing water to our Member/customers. All of Trout Gulch Water's total organization time is directed to this single purpose of providing water. Trout Gulch Water's activities are completely funded by member/customer fees.
