THE PRIMARY FORMS OF COMPLIANCE MONITORING INCLUDE THE FOLLOWING: ALL SUBRECIPIENTS SIGN AN AWARD AGREEMENT WITH INFORMATION ABOUT THE FUNDING SOURCE, INCLUDING THE FEDERAL AGENCY AND THE CFDA NUMBER OF THE SOURCE FUNDS. SUBRECIPIENTS ARE PROVIDED GRANT ADMINSTRATION PROCEDURES THAT SPECIFY THE LEGAL RESPONSIBILITIES FOR ADMINISTERING THE AWARD IN ACCORDANCE WITH THE PROCEDURES. THESE INCLUDE PROGRAM AND BUDGET CHANGES, CERTIFICATIONS AND COPYRIGHTS, RECORD KEEPING AND PROJECT FINANCIAL MANAGEMENT, SUSPENSION AND TERMINATION, AND REPORTING. IT ALSO SPECIFIES THAT THE FLORIDA HUMANITIES COUNCIL MAY CONDUCT AN AUDIT OF ITS ACCOUNTS AND DOCUMENTATION OR ABOUT OTHER SUSPECTED ISSUES RELATED TO COMPLIANCE. FLORIDA HUMANITIES COUNCIL STAFF MONITORS THE PROGRESS OF THE PROJECT AWARD TO ENSURE THAT FINAL FINANCIAL AND PROGRAM RESULTS ARE TIMELY AND COMPLETE. THE FINAL FINANCIAL REPORT IS REVIEWED TO VERIFY THAT FUNDS WERE SPENT IN ACCORDANCE WITH THE BUDGET PROPOSAL AND THAT ADEQUATE IN-KIND AND THIRD-PARTY CONTRIBUTIONS WERE MADE TO THE PROJECT. GRANT RECIPIENTS ARE PAID THE FINAL 10% OF THE GRANT AWARD UPON RECEIPT AND APPROVAL OF FINAL REPORTS BY THE FLORIDA HUMANITIES COUNCIL. IF THE FLORIDA HUMANITIES COUNCIL ASCERTAINS THAT THE TERMS OF THE AGREEMENT ARE NOT BEING MET, IT WILL INFORM THE SUBRECIPIENT IN WRITING ABOUT THE DEFICIENCIES. IT THEN WILL MONITOR THE SITUATION TO ENSURE THAT THE SUBRECIPIENT TAKES TIMELY AND APPROPRIATE ACTION ON ALL DEFICIENCIES DETECTED. THE FLORIDA HUMANITIES COUNCIL WILL RE-ASSESS THE SUBRECIPIENT RISK TO DETERMINE IF OTHER MONITORING MECHANISMS ARE WARRANTED. THESE MAY INCLUDE FURTHER TRAINING OR TECHNICAL ASSISTANCE, SITE-REVIEWS OF OPERATIONS, AND ARRANGING FOR PROCEDURAL CHANGES. FAILURE TO COMPLY MAY RESULT IN SUSPENSION OR TERMINATION OF THE GRANT AND RECOVERY OF GRANT FUNDS PREVIOUSLY ISSUED.
