Part V, Line 4: Intended uses of the endowment fund.	Donations are made by local members to help lower income residents with heating costs. Donations are accumulated until February and then the Power Company matches the funds. Residents apply through local state agencies and once approved the agencies notify Columbia Power and the resident's power bill is paid with these funds.
