Each of the member organizations designates employees to serve on the Policy Board, which develops and recommends policy for the organization to the Board of Directors and participates in the Annual Meeting at which members elect members to serve on the Board of Directors.
Form 990, Part VI, Section A, Line 7a	The Association was founded by representatives from eight organizations. Each of the Founding Board Member organizations has a permanent seat on the Board of Directors, so long as they continue paying dues, which that organization may fill as it chooses. In addition to those seats, which are not subject to election from the membership, the Board may add Board seats to be filled by individuals from organizations that joined after the Association was founded. These additional seats are subject to nomination and election by the Association membership at its Annual Meeting.
