| Form 990, Part III, Line 4d: Other Program Services Description | OTHER PROGRAM SERVICES 4: PRETRIAL SUPERVISION PROGRAMThe mission of the Pretrial Supervision Program is to provide information to the Courts that assist the Courts in making release decisions of an incarcerated defendant and to monitor those defendants that are released for compliance to their conditions of release.The Pretrial Supervision Program is a nonresidential program designed to supervise Court ordered defendants who would otherwise be held in jail due to the amount of bond ordered by the Court. The program screens referred defendants assessing each individual's risk of flight, danger to the community, and ties to the community. Based on an officer's findings, recommendations for or against release to the Court is made. If the Court chooses to release the defendant, the officer supervises the defendant. During the current fiscal year, 350 defendants were supervised with an average daily population of 105.23. 373 referrals were received during this time period. 200 had direct placements, 53 were bonded out and not screened, 86 screened but not recommended, 30 screened and recommended, 4 declined to be screened. OTHER PROGRAM SERVICES 5: ENHANCED SUPERVISION PROGRAMThe Enhanced Supervision Program (ESP) provides enhanced supervision services to offenders being supervised by the State Parole and Probation office who are have difficulty complying with the standard conditions of supervision and are in need of extra monitoring. The ESP provides alcohol monitoring - both through the collection and testing of urine samples and through alcohol monitoring devices, daily breath tests, and random location checks in the community. In addition, an ESP offender may be placed in a job skills class or a treatment group provided by Missoula Correctional Services, Inc. The ESP officer reports any violations to the State supervising officer.The Program's average daily population was 19.37. OTHER PROGRAM SERVICES 6: ALTERNATIVE JAIL PROGRAMThe Alternative Jail Program started in 2005 in response to overcrowded conditions at the Missoula County Detention Facility that had led to a list of offenders who were sentenced to short term jail time (3 to 10 days) and were waiting to serve their time. The Court can give the option to an offender of serving his time at either the Detention Facility or Missoula Correctional Services, Inc.The Alternative Jail Program provides beds for short term jail stays that are ordered by Justice Court and the Mental Health Court. 27 offenders used the Alternative Jail Program and served 87 days during this fiscal year. OTHER PROGRAM SERVICES 7: SOBRIETY & ACCOUNTABILITY PROGRAMThe mission of the Sobriety and Accountability Program (SAP) is to monitor the sobriety of individuals ordered by the court to participate in the program because there is an indication that their use of alcohol and/or illegal substances played a factor in their interaction with the criminal justice system.SAP provides twice daily breath tests to those defendants or offenders ordered to the program; random testing to those participants ordered for such, use of alcohol monitoring devices for participants who are unable, for verified reasons, to be present for twice per day testing; collection and testing of urine samples for participants whose behavior indicates there is a problem or who have a positive breath test; collection and testing of urine samples ordered by the Court.The sobriety & accountability program served 416 clients throughout the year. 267 successfully completed the program, 46 did not. The remaining participants continued in the program into the next fiscal year. OTHER PROGRAM SERVICES 8: MUNICIPAL COURT MISDEMEANOR SUPERVISION PROGRAMIn June 2012 Missoula Correctional Services, Inc. began providing probation services to the Missoula Municipal Court.The mission of the Municipal Court Misdemeanor Supervision Program is to provide a sentencing alternative to the Municipal Courts that reduces the likelihood of offenders committing more crimes by monitoring their compliance with sentencing conditions ordered by the court.During this fiscal year the average daily population of offenders being supervised was 102.84. There were 195 offenders served during the fiscal year. During the year 65 clients successfully completed their term of probation supervision. An additional 16 offenders were released from their supervision by the court in some fashion (revoked to jail, deceased, etc.), 9 absconded. The remaining 105 individuals continued in the program into the next fiscal year. OTHER PROGRAM SERVICES 9: TREATMENT COURT TESTINGMISSOULA CORRECTIONAL SERVICES, INC BEGAN COLLECTING AND TESTING URINE SAMPLES FOR THE PRESENCE OF ILLEGAL DRUG SUBSTANCES ON OFFENDERS THAT PARTICIPATE IN MISSOULA'S SPECIALIZED COURTS JUNE 2017. THESE COURTS INCLUDE A COURT FOR OFFENDERS WHO ARE VETERANS AND A COURT FOR INDIVIDUALS WITH MENTAL HEALTH AND ADDICTION ISSUES (CO-OCCURRING). MCS OPERATES A CALL IN CENTER THAT RANDOMLY SELECTS THOSE OFFENDERS TO BE TESTED EACH DAY. RESULTS OF ALL TESTING ARE REPORTED TO THE COURT. 2,650 URINE SAMPLES WERE TAKEN DURING THE FISCAL YEAR. OTHER PROGRAM SERVICES 10: PRETRIAL SUPERVISION GRANT PROGRAMMCS received grant funds from the State of Montana to hire an additional Pretrial Officer as part of a pilot project to use the Public Safety Assessment tool. The client statistics are included with those provided under the Pretrial Supervision Program. |
