Explanation:

To Whom It May Concern:Please accept this written statement and declaration, by the signing officer of the Organization, under penalties of perjury, as notice that the filing Organization respectfully requests abatement of late filing penalties due to reasonable cause.During preparation of our 2018 tax return, the CPA firm engaged to assist with preparation identified check 4691 in the amount of $6.12 was incorrectly processed by our financial institution in the amount of $1,465.74. The error made by our financial institution caused our account to be overdrawn and ultimately led to the forced closure of the bank account. In an abundance of caution, we held back filing this Form as well as other required forms due to be submitted to the Organization's national organization and the US Department of Labor, until we were able to resolve the discrepancy with our financial institution. A Federal Investigator from the US Department of Labor was in contact with our Organization and our financial institution as our financial institution conducted a thorough investigation. Due to the various filing requirements of the Organization, we did not want to file an incomplete or frivolous return and risk the Organization to potential greater penalty. Now that we have been able to successfully resolve the discrepancy with our financial institution, we are able to finalize our accounting records and as such, file a complete and accurate Form 990-EZ.The late filing was not due to the Organization being neglectful or careless but exercised ordinary business care and prudence.
