Schedule D, Part V, Line 4 intended use for endowment funds: united way maintains endowment funds which consist of board designated quasi-endowment funds, temporarily restricted funds, and permanently restricted funds. the funds are managed by the investment fund for foundations and il hedge investments, llc. united way's intended use of the endowment is to preserve the fair value of the principle perpetuity. interest and accumulated gains are used to partially offset operating expenses in accordance with united way's spending policy. this amount is generally calculated as approximately 5% of the five-year average market value of funds as of september 30 of each year, except where donor restrictions specify otherwise.

Schedule I, Part I, Line 2 procedures for monitoring the use of grant funds: Agencies receiving general operating support grants are monitored via the following: 1) agencies must submit an application that includes explanation of the proposed use and results from use of the funding; 2) agencies must submit at least semi-annual outcomes reports which are reviewed and evaluated by united way staff; 3) agencies must submit annual audits which are reviewed by cpas as well as by united way staff; 4) agencies must certify that they have received internal revenue code section 501(c)(3) tax-exempt status and are in compliance with the usa patriot act. agencies receiving funding through targeted investment grants for specific purposes are monitored via the following methods: 1) agencies must submit project applications outlining the scope of the project and the deliverable; 2) agencies must submit outcomes reports which are reviewed by united way staff; 3) agencies must certify that they are in complliance with the usa patriot act. agencies receiving funding passed through via restricted grants must submit narrative reports detailing outcomes related to the grants as well as financial reports detailing the spending. agencies eligible for designations through united way's donor choice program must undergo screening prior to receiving funding. they must certify that they have received internal revenue code section 501(c)(3) tax-exempt status and are in compliance with the usa patriot act. please note that the difference between the total amount detailed on this schedule and "grants and other assistance" in part ix, form 990 is primarily due to the fact that this schedule includes all cash payments made to the organizations in excess of $5,000 during the fiscal year. the amount shown in "grants and other assistance" is on the accrual basis of accounting. additionally, payments shown on schedule i include amounts paid to agencies as a result of contributions processed on behalf of other united ways. united ways of greater philadelphia and southern new jersey processes some large campaigns for companies on a national level. these campaigns included funds raised by other united ways. as these funds are raised by other united ways, united ways of greater philadelphia and southern new jersey does not count these dollars as part of our revenue total. therefore, there are no corresponding designation expenses. we record these dollars as a receivable, since we will collect the funds and as a liability since we distribute the funds.

Form 990, Part I, Line 19, Prior Year Column For the year ended June 30, 2018, United Way of Greater Philadelphia & Southern New Jersey generated a gain of $6,699,348. This gain was primarily from large multi-year donations received during the year and the sale of properties.
Form 990, Part VI, Section B, Line 11b Process to review 990: United Way's 990 is reviewed by our audit committee, finance committee, and board prior to filling. Our audit committee and finance committee have a formal meeting to review and discuss the document (copies are mailed in advance). Upon completed review by the audit committee and the finance committee, the 990 is provided to our board of directors, in advance of filling, to give them an opportunity to review and ask questions on the document.
Form 990, Part VI, Section B, Line 12c Enforcement of Conflicts Policy: United Way provides the conflict of interest policy to all staff members and key volunteers on an annual basis. This includes board members and members of standing board committees. Theses groups are required to sign the conflict of interest policy annually. Individuals are instructed to promptly notify united way of any perceived conflict. Conflict of interest statements are tracked and monitored by the human resources department. It is the responsibility of the individual to make united way aware of any conflicts that arise after they sign the conflict of interest document. If there is a real or perceived conflict of interest, an individual may participate in discussion around a given issue, but that individual is not permitted to vote on the issue.
Form 990, Part VI, Section B, Lines 15a & 15b Compensation Process: CEO compensation is determined through a documented protocol and process consisting of the following elements: 1. board of directors oversight: CEO performance compensation is overseen by a special subcommittee of the board/executive committee. Specific decisions related to compensation are made by the executive compensation subcommittee which is composed of the board chair, board treasurer, and chair of the human resources committee. Actions are reported on an annual basis to UWGPSNJ's governance committee. 2. externally prepared comparative salary data: comparative salary data for the CEO and all senior management position is researched by an independent professional compensation consultant, Strategic Compensation Planning, Inc. the executive compensation committee is provided with CEO salary information based on more than ten external surveys, capturing national, regional and local compensation data for similarly sized organizations. The data balances information from both the for profit and nonprofit sectors. 3. performance based system: CEO performance is annually assessed by the CEO performance assessment task force, whose membership consists of the board officers and chairs of the standing committee (as noted in item #1, compensation decisions are overseen by a subcommittee of this larger group). All members of the board's executive committee are able to provide written input on the CEO's performance. The CEO has documented goals and objectives on which performance is based, plus documented detail that guides the award of the incentive opportunity. The incentive opportunity is awarded following a thorough discussion of the CEO's performance by the executive compensation committee. The discussion and incentive award are documented to support implementation. Similar procedures are followed for reviewing performance of and determining compensation paid to other members of the organization's leadership.
