After the Taxpayer and the Town of Whiteland agreed on merging the volunteer fire department into the Town's governmental structure, the Town's Operating Manager became the unpaid Fire Commissioner for the volunteer fire department in 2018 and continued in that position through 2019, until the merger was complete. Mr. Gabehart, the Town Manager did not receive any compensation from the Taxpayer, but only continued receiving his town manager's salary.

Pt III, Line 3	In the November 2018 general election, the residents of the Town of Whiteland voted in favor of having the Whiteland Volunteer Fire Department, Inc. (WVFD) become part of the Town's municipal governemnt. Accordingly, WVFD transitioned from being a separate entity to being the Town's fire department in 2019. As such, 2019 was the last year WVFD was an independent entity, and the last year for it to file a Form 990.
Pt VI, Line 11b	Before the president signs the Form 990, it is presented for review with the other board members.
Pt VI, Line 19	Upon request from any member of the public, the board will provide a copy of the governing documents, Form 990, or any other releaseable information, including the number of runs, types of runs, volunteer roster, etc. However, the board does not release any personal identifiers or any other confidential information related to its members or anyone else.
Pt VI, Line 7a	The members elect the governing board, so they have the power to change the board, and therefore change the direction that the Fire Department could take. Obviously, any change in the character of the board would still be controlled to a very large extent by state statutes governing volunteer fire departments, as well as the oversight provided by the local Fire District that contracts with the Taxpayer.
Pt VI, Line 6	The Taxpayer is run by an all volunteer staff. The volunteer fire fighters and EMS personnel elect the board, who are also all volunteers of the Department.
Pt VI, Line 5	During the year, the Taxpayer discovered its Treasurer of several years had embezzled an unknown amount of money. A subsequent audit by the Indiana State Board of Accounts found the Treasurer had embezzled $61,240 from 2010 through mid 2017 when she was discovered.
