Part X : FIN48 Footnote	Local Union 130 applies the provisions of Financial Accounting Standards Board ASC 740, Income Taxes, which provides guidance for how uncertain tax positions should be recognized, measured, presented and disclosed in the consolidated financial statements. This guidance requires the evaluation of tax positions taken or expected to be taken in the course of preparing the consolidated financial statements to determine whether the tax positions are "more-likely-than-not" of being sustained by the applicable tax authority. Tax positions with respect to tax not deemed to meet the "more-likely-than-not" threshold would be recorded as a tax benefit or expense in the current period. Management has concluded that there is no tax benefit or expense to be recorded for uncertain tax positions by Local Union 130 for the year ended June 30, 2019.The tax returns of Local Union 130 and the Political Fund for the years ended June 30, 2016, 2017 and 2018 are subject to examination by the applicable tax authority, generally for three years after they were filed.

Explanation

Part I, Line 1a: Relevant information in regards to selections on 1a.

The filing organization provides an executive allowance to the Business Manager of $100 per week. The executive allowance has been approved by the organization's Governing Body. The executive allowance is to be used by the Business Manager to pay for incidental business expenses incurred in the course of performing his duties for the organization. The weekly executive allowance is given to the Business Manager in order to lessen the burden of substantiating business expenditures which are de minimis. The executive allowance is designated as taxable compensation to the Business Manager.The filing organization has established a Per Diem Policy to provide a per diem amount of $215 for each day of union travel out of town if made in connection with the duties of employment. Per diems were given to nineteen full-time officers, ten part-time officers, two office employees, one custodian and the Fund Trustee in the year. The per diem amount is intended to cover the cost of the employee's meals and incidentals while out of town on business. The Business Manager of the organization assigns which employee(s) is to attend each out of town function by email to the respective employee and provides the number of days the per diem will be given. The per diem amount is based on the average of allowable per diem rates established by IRS regulations, as amended from time to time. The per diem given is taxable compensation to the employee.
