PART X, LINE 2 - FIN 48 FOOTNOTE: Management has evaluated the tax positions taken by the Council and concluded that as of July 31, 2019, there are no uncertain positions taken or expected to be taken that would require disclosure of a liability in the financial statements. The Council is subject to routine audits by taxing jurisdictions; however, there are currently no audits in progress for any tax periods and there have been no tax related interest or penalties for the periods presented in these financial statements.

PART III, LINE 4A - PROGRAM SERVICE ACCOMPLISHMENTS: Maritime Safety and Security Issues =================================== The World Shipping Council (WSC) addressed various maritime security policies and concerns for the international liner shipping industry and provided analysis and advice to the U.S. government on various security policy issues and programs. The following are some of the specific issues in which the Council is involved: A. Maritime Container Plant Pest Prevention -------------------------------------------- In response to concerns about the spread of certain plant pests in or on international shipping containers, WSC has worked through the administrative body of the International Plant Protection Convention, through WSCs members, and with the U.S. and Canadian governments to develop and disseminate best practices for avoiding, detecting, and responding to pest contamination. B. Customs and Border Protection (CBP) Automation Initiatives and Security Partnership ----------------------------------------------------------------- WSC has participated in a CBP process to update minimum security criteria for participation in CBPs Customs-Trade Partnership Against Terrorism (C-TPAT). WSC continued to work with U.S. CBP in addressing technical and programming issues associated with automating the electronic filing of export manifests. WSC continues to identify situations in which paper forms can be replaced with electronic filing systems and to pilot and implement those transitions from paper to electronic systems. C. Cyber Security ----------------- WSC monitored and participated in discussions with CBP, the Coast Guard, other maritime trade associations, and the International Maritime Organization (IMO) about ways to detect, reduce, and respond to cyber security threats. D. European Commission Container Security Regulation and Union Customs Code Implementation ---------------------------------------------------------------------- WSC continued to work with the European Commission on the revision of the European Unions advance cargo information filing, including detailed technical discussions regarding the form, content, and filing methods for entry and exit summary declarations. WSC is working with the Commission, European governments, and other industry groups to encourage the development of efficient and effective systems for processing trade data that is required to be submitted to governments.
PART III, LINE 4B - PROGRAM SERVICE ACCOMPLISHMENTS: ENVIRONMENTAL ISSUES ==================== A. Vessel Air Emissions ----------------------- WSC worked on the following government initiatives dealing with vessel air emissions: 1) Participation at the International Maritime Organization (IMO) in work preparing for implementation of a global cap on marine fuel sulphur content that will become effective in 2020; 2) Participation in European Commission work groups preparing implementing regulations for European Union legislation requiring reporting of carbon emissions from ships and related information; 3) Various proposals at the IMO to address carbon emissions from ships. B. Ballast Water Regulation --------------------------- WSC worked with the IMO to implement a new international convention on ballast water treatment. WSC also provided input to the U.S. Congress as it adopted legislation to simplify and clarify federal agency programs regulating ballast water and other vessel discharges. C. California At-Berth Air Emissions Regulations ------------------------------------------------ The Council provided technical input to the California Air Resources Board (CARB) regarding potential changes to CARB's regulations governing the use of shoreside electric power by vessels when they are at berth.
PART III, LINES 4C - PROGRAM SERVICE ACCOMPLISHMENTS LINER SHIPPING REGULATORY SYSTEM ================================ WSC followed the various regulatory activities of the Federal Maritime Commission under the Shipping Act regulatory regime. WSC engaged with the European Commission on the extension of a regulation that provides legal certainty to shipping lines that increase efficiencies through the sharing of space on vessels.
PART III, LINES 4D - OTHER PROGRAM SERVICE ACCOMPLISHMENTS: Navigational Safety =================== WSC has provided public comments to the Bureau of Ocean Energy Management and the U.S. Coast Guard on ways to minimize navigational conflicts associated with the siting of offshore commercial wind farms. The Council is engaged at the International Maritime Organization regarding proposals to minimize the loss of containers at sea and to standardize reporting of any such losses. WSC is also working with the IMO and other industry stakeholders to increase uptake of the CTU Code, which establishes best practices for the packing of shipping containers in order to allow safe transportation. WSC continues to engage with the IMO to seek ways to move shipping lanes off the coast of Sri Lanka in order to reduce ship/whale conflicts. Public Relations ================ WSC undertakes various initiatives to better explain the international liner shipping industry and applicable regulations to the public and interested government officials. This may take place through Congressional testimony, filings with regulatory agencies, public speeches and conference appearances, and conversations with journalists. Another way WSC does this is through its website, which can be found at www.worldshipping.org and which provides further details on the work of the Council. Activities of the WSC Singapore Office ======================================= WSCs newly established branch office in Singapore has introduced the liner shipping industry to regulators and supply chain stakeholders in multiple Asian countries and has monitored and provided perspective with respect to economic and environmental regulatory proposals.
