	The Green Valley Council enables Green Valley to function as a volunteer, citizen-managed community, run by approximately 150 volenteers/ 6 support staff (staff equal to 4 full time staff members) It's primary purpose is to liaise with Pima County and other agencies on behalf of the unincorporated Green Valley area with ca. 25,000 residents. In 2019, Pima County re-authorized their contract with GVC which spends over $92,000 of staff time and resources on County- related services. The Council has 8 standing committees, corresponding with Pima County departments, and and together with the members of the Board of Representitives donated almost 7,700 hours of volunteer services, at an estimated value of $195,500.

	The Green Valley Council provides for additional unmet community needs by contracting for services with other non-governmental contractors. In 2019 the Council contracted for (1) delivery of the Green Valley Community Directory by 100 communitywide volunteers(estimated value of $5,000 (2) with a service warranty program, vetted by the Council, for referral fees; and (3) administrative and logistical support of the GVC-Foundation,Inc., a 501 (c) (3), on a cost reimbursement basis.

	The Green Valley Council offers a number of in-house services, free to members and nominal fees to non-members. These programs include (1) the Preferred Vendor Program, which numbered 88 vendors in 2019 with 10,000 referrals; (2) a sponsorship program that enables businesses to advertise the the GVC website, workshops and community forums; HOA workshops and community forums; (4)a dispute resolution service provided by trained members of the Council; (5) bonded Notary Public services numbering 248 in 2019; (6) HOA archival services.
