Form 990, Part VI, Section A, line 7a Individual Rotary clubs have District electors that vote on matters presented by the District leadership. These matters would include amendments to the District bylaws and election of the District Governor.
Form 990, Part VI, Section A, line 7b The District Governor is the governing body of the District with certain rights reserved for members of the District, such as amendments to the District bylaws and the election of the District Governor nominee whom succeeds to be District Governor-elect and then District Governor. All past District Governors serve on the Council of Governors which is an advisory committee established by the bylaws of the District. The expenditure of surplus funds of the District must be authorized by a committee of ten past District Governors appointed by the District Governor.
