PART V, LINE 4: THE FEDERATION'S ENDOWMENT CONSISTS OF VARIOUS INVESTMENT FUNDS ESTABLISHED PRIMARILY FOR SUPPORT OF THE FEDERATION'S MISSION. THE ENDOWMENT INCLUDES DONOR-RESTRICTED AS WELL AS BOARD-DESIGNATED ENDOWMENT FUNDS. AS REQUIRED BY GENERALLY ACCEPTED ACCOUNTING PRINCIPLES, NET ASSETS ASSOCIATED WITH ENDOWMENT FUNDS, INCLUDING FUNDS DESIGNATED BY THE FEDERATION TO FUNCTION AS ENDOWMENTS, ARE CLASSIFIED AND REPORTED BASED ON THE EXISTENCE OR ABSENCE OF DONOR-IMPOSED RESTRICTIONS. THE BOARD OF THE FEDERATION HAS ELECTED TO BE GOVERNED BY PROVISIONS OF ACT 141, WHICH PERMITS A TOTAL RETURN POLICY ALLOWING A NONPROFIT TO CHOOSE TO TREAT A PERCENTAGE OF THE AVERAGE MARKET VALUE OF THE ENDOWMENT'S PERMANENTLY RESTRICTED INVESTMENTS AS INCOME EACH YEAR. PENNSYLVANIA LAW PERMITS A PERCENTAGE NOT LESS THAN 2% AND NOT MORE THAN 7%. PART I, LINE 2: THE VISION OF THE JEWISH FEDERATION OF GREATER PITTSBURGH IS TO HAVE A THRIVING, VIBRANT, AND ENGAGED JEWISH COMMUNITY. IN ORDER TO ACCOMPLISH THIS WE RAISE AND ALLOCATE FUNDS AND BUILD COMMUNITY LOCALLY, IN ISRAEL, AND AROUND THE WORLD. AS THE PREEMINENT RESOURCE FOR ALL DONOR AND PROVIDER SERVICES IN PHILANTHROPY, THE JEWISH FEDERATION OF GREATER PITTSBURGH IS AT THE HEART OF JEWISH GIVING. GIVING CARE TO THOSE IN NEED, GIVING DEEPER ENGAGEMENT IN QUALITY OF LIFE, AND GIVING STRENGTH TO THE COMMUNITY, IN PITTSBURGH, ISRAEL AND AROUND THE WORLD. SINCE 1912, THE FEDERATION HAS FUNDED PROGRAMS THAT CARE FOR PEOPLE AT EVERY STAGE OF LIFE - STRENGTHENING COMMUNITY, PROVIDING LEADERSHIP AND NURTURING THE LEADERS OF TOMORROW. DURING THE FISCAL YEAR ENDED JUNE 30, 2019 GRANTS WERE DISBURSED THROUGHOUT THE COMMUNITY IN FURTHERANCE OF THE ORGANIZATION'S MISSION WHICH SPECIFICALLY INCLUDES BUILDING COMMUNITY IN ISRAEL. THE ORGANIZATION DISTRIBUTED APPROXIMATELY $1,708,000 IN FUNDS TO DOMESTIC TAX EXEMPT ORGANIZATIONS TO PROVIDE CORE FUNDING FOR THE JEWISH AGENCY FOR ISRAEL AND AMERICAN JEWISH JOINT DISTRIBUTION COMMITTEE. THESE DOLLARS HELP CONNECT AND INSPIRE THE LOCAL COMMUNITY WITH ISRAEL AND PROVIDE PROGRAM FUNDING TO FIGHT GLOBAL POVERTY. ADDITIONAL DISTRIBUTIONS APPROXIMATING $3,100,000 WERE MADE TO DOMESTIC NON-PROFITS IN SUPPORT OF WORLD JEWRY ACTIVITIES. IN ALL OF THESE INSTANCES, THE ORGANIZATION EXERCISED DUE DILIGENCE TO ENSURE THAT EACH OF THE RECIPIENTS WERE RECOGNIZED AS PUBLIC CHARITIES BY THE IRS AND THAT THE FUNDS WERE USED IN FURTHERANCE OF THE ORGANIZATION'S EXEMPT PURPOSE. THE ORGANIZATION DID NOT RETAIN VARIANCE POWER OVER THESE GIFTS. ACCORDINGLY, THESE GRANTS WERE EXPENSED UPON AWARD AND REPORTED ON SCHEDULE I. ALSO, DURING THE FISCAL YEAR ENDING JUNE 30, 2019, THERE WAS ONE GRANT MADE DIRECTLY TO A CHARITABLE ENTITY OUTSIDE OF THE UNITED STATES. THE FEDERATION EXERCISED PROPER EXPENDITURE RESPONSIBILITY INCLUDING, BUT NOT LIMITED TO, VERIFYING THE ENTITY'S CHARITABLE STATUS, OBTAINING WRITTEN DOCUMENTATION THE GRANT WILL NOT BE USED FOR POLITICAL OR TERRORIST ACTIVITY, ENSURING THE ORGANIZATION WAS NOT IN VIOLATION OF ECONOMIC SANCTIONS ADMINISTERED BY THE UNITED STATES TREASURY DEPARTMENT'S OFFICE OF FOREIGN ASSETS CONTROL AND CONFIRMING FROM THE ORGANIZATION THAT THE FUNDS WERE USED IN ACCORDANCE WITH THE SIGNED GRANT AGREEMENT. FEDERATION AND AGENCY VOLUNTEER LEADERSHIP MEET FOUR TIMES A YEAR TO REVIEW AGENCY PROGRAMS AND PERFORMANCE. AS JEWISH PITTSBURGH'S CENTRAL FUNDRAISING ORGANIZATION, THE FEDERATION CREATED THE VICTIMS OF TERROR FUND TO SUPPORT THE VICTIMS' FAMILIES, AFFECTED CONGREGATIONS AND THE COMMUNITY. THE FEDERATION CREATED AN INDEPENDENT COMMITTEE OF JEWISH AND NON-JEWISH CIVIC LEADERS TO DECIDE HOW THE MONEY RAISED FROM THIS FUND SHOULD BE DISTRIBUTED. THE FEDERATION ALSO HAD AGREED UPON PROCEDURES PERFORMED BY AN INDEPENDENT PUBLIC ACCOUNTING FIRM TO ENSURE THE FEDERATION PROPERLY DISTRIBUTED THE MONEY AS DECIDED BY THE INDEPENDENT COMMITTEE. THE COMPASSION PAYMENTS LISTED ARE A RESULT OF DISTRIBUTIONS TO FAMILIES OF THOSE KILLED, SERIOUSLY WOUNDED WORSHIPPERS, INDIVIDUALS TRAPPED IN THE BUILDING, INDIVIDUALS ON THE PREMISES DURING THE ATTACK, PHYSICALLY INJURED POLICE OFFICERS AND OTHERS AFFECTED BY THE ATTACK. THE INDEPENDENT COMMITTEE'S WORK HAS BEEN COMPLETED, AND A COMPREHENSIVE REPORT FROM THE INDEPENDENT COMMITTEE IS PUBLICLY AVAILABLE. HIGHER EDUCATION THE FEDERATION HAS A NUMBER OF SCHOLARSHIP ENDOWMENT FUNDS WHICH PROVIDE SCHOLARSHIPS TO LOCAL JEWISH STUDENTS ENROLLED IN AN ACCREDITED INSTITUTION OF HIGHER EDUCATION. THE GOAL OF THIS PROGRAM IS TO PROVIDE FINANCIAL SUPPORT TO AS MANY DESERVING STUDENTS IN THE COMMUNITY AS POSSIBLE. DEMONSTRATED FINANCIAL NEED IS A PRIMARY CRITERION IN EVALUATING APPLICANTS. FINANCIAL INFORMATION IS CONSIDERED ALONG WITH OTHER PERTINENT FACTS SUCH AS FAMILY SIZE AND NUMBER OF CHILDREN/SIBLINGS IN COLLEGE. THIS PROGRAM IS ADMINISTERED THROUGH THE CENTRAL SCHOLARSHIP PROGRAM OF JEWISH FAMILY AND COMMUNITY SERVICES OF PITTSBURGH. ISRAEL TRAVEL THE FEDERATION HAS CREATED AN ISRAEL TRAVEL SCHOLARSHIP PROGRAM TO PROMOTE ISRAEL TRAVEL AS PART OF ITS JEWISH CONTINUITY INITIATIVE. THIS PROGRAM IS FUNDED THROUGH THE FEDERATION'S ANNUAL CAMPAIGN AND ENDOWMENT GRANTS. PARTICIPATION IN THE STATE'S EDUCATIONAL IMPROVEMENT TAX CREDIT PROGRAM SECURED MORE THAN $5.6 MILLION TO SUPPORT JEWISH DAY SCHOOLS AND PRESCHOOLS, THE SECOND CONSECUTIVE INCREASE FROM THE PRIOR YEAR DUE IN PART TO INCREASED FUNDRAISING ACTIVITY. THE JEWISH HEALTHCARE FOUNDATION (JHF) CONTRIBUTED A $900,000 BLOCK GRANT FOR SOCIAL SERVICES. ON OCT. 27, 2018, AN ANTI-SEMITIC ATTACKER MURDERED 11 PEOPLE AT THREE SYNAGOGUES IN THE TREE OF LIFE BUILDING IN PITTSBURGH'S SQUIRREL HILL NEIGHBORHOOD. AS THE CENTRAL PLANNING AND FUNDRAISING ORGANIZATION IN THE JEWISH COMMUNITY, THE JEWISH FEDERATION OF GREATER PITTSBURGH ORGANIZED THE FUND FOR THE VICTIMS OF TERROR TO COLLECT DONATIONS FROM MORE THAN 8,000 DONORS FROM AROUND THE WORLD THAT POURED IN TO SUPPORT THE JEWISH COMMUNITY. THESE DONORS GAVE $6.3 MILLION TO SUPPORT VICTIMS' FAMILIES, PEOPLE AFFECTED BY THE ATTACK AND THE JEWISH COMMUNITY. IN ADDITION, DONORS AND FOUNDATIONS MADE DESIGNATED GIFTS OF OVER $2.53 MILLION, AND DONORS WORLDWIDE GAVE AN ADDITIONAL $0.7 MILLION TO SUPPORT THE ANTI-MUSLIM ATTACK IN CHRISTCHURCH, NEW ZEALAND. IN ADDITION TO SHABBAT DINNERS AND WINE AND WISDOM IN THE SUKKAH, YAD PRESENTED THE 8TH ANNUAL APPLES & HONEY FALL FESTIVAL, WHICH DREW NEARLY 1,500 PARTICIPANTS TO ROSH HASHANAH THEMED FAMILY ACTIVITIES; THE 13TH ANNUAL VODKA LATKE PARTY WITH A PURPOSE, WHICH DREW 220 YOUNG ADULTS AND FEATURED A SILENT AUCTION BENEFITING THE VICTIMS OF TERROR FUND. AMONG THE INFORMAL YAD ACTIVITIES OF 2018-19 WERE THE YOUNG ADULT BOWLING LEAGUE AT ARSENAL LANES IN LAWRENCEVILLE; PASSPORT TO PURIM, AN INTERNATIONALLY THEMED PURIM PARTY; ACTIVITIES FOR PARENTS WITH KIDS INCLUDING MOM'S NIGHT OUT, LADIES NIGHT OUT, AND SHAVUOT HOLIDAY FAMILY CAMP. TO ENCOURAGE YOUNG ADULT LEARNING, YAD HOSTED AN EXTENDED YOUNG ADULT TIKKUN LEIL SHAVUOT FROM 1-5 A.M., AFTER THE COMMUNITY LEARNING SESSIONS. THIS YEAR, ASSETS UNDER MANAGEMENT IN THE JEWISH COMMUNITY FOUNDATION REACHED MORE THAN $260 MILLION, DRIVEN PRIMARILY BY INCREASES IN ENDOWMENTS AND DONOR-ADVISED FUNDS AND TO STOCK MARKET CHANGES. THE FOUNDATION ADDED 77 NEW FUNDS, BRINGING THE TOTAL NUMBER OF FUNDS TO MORE THAN 1,400 INCLUDING 25 NEW LION OF JUDAH ENDOWMENTS. THE FOUNDATION ADDED $13.1 MILLION IN NEW DOLLARS. THE FOUNDATION MADE GRANTS, FROM ITS UNRESTRICTED ENDOWMENT, TOTALING MORE THAN $990,000. TAKEN TOGETHER WITH DISTRIBUTIONS FROM RESTRICTED ENDOWMENTS, DONOR-ADVISED FUNDS, CAMPAIGN ENDOWMENTS, AND SYNAGOGUE AND AGENCY FUNDS, FOUNDATION DISTRIBUTIONS TOTALED OVER $26 MILLION. THE TASK FORCE PRODUCED A BUSINESS PLAN FOR A RESTRUCTURED CEMETERY-MANAGEMENT ORGANIZATION IN 2017. IN 2019, THE JEWISH FEDERATION'S JEWISH COMMUNITY FOUNDATION PROVIDED THE JCBA WITH A GRANT OF $150,000 PER YEAR FOR THREE YEARS. THE CENTENNIAL FUND FOR A JEWISH FUTURE (CFJF), WITH $24.3 MILLION IN TOTAL COMMITMENTS, PROVIDED RESTRICTED GRANTS TOTALING MORE THAN $400,000 AND UNRESTRICTED GRANTS TOTALING $333,200. THE UNRESTRICTED GRANTS FUNDED AN ISRAEL ENGAGEMENT COORDINATOR, TO ENGAGE COLLEGE STUDENTS IN MEANINGFUL, IMPACTFUL PROGRAMS THAT COMBAT ANTI-SEMITISM AND ANTI-ISRAEL SENTIMENT ON COLLEGE CAMPUSES; A MOMENTUM COORDINATOR TO INSPIRE JEWISH MOTHERS TO DISCOVER THE RICHNESS OF THEIR JEWISH HERITAGE (THE FOUNDATION ALSO FUNDED A PORTION OF MOMENTUM PARTICIPANTS' ISRAEL TRAVEL); A FIFTH PJ LIBRARY AMBASSADOR.
