Core PNWER Meetings Program-(Capital Visits, Annual Summit and Economic Leadership Forum). In order to promote greater regional collaboration, PNWER facilitates many meetings throughout the year that are fundamental to the PNWER mission. PNWER officers host meetings in the region's state, provincial and territory capitals as well as Washington DC and Ottawa to discuss relevant regional issues with legislative leadership and other government stakeholders. These meetings help voice regional concerns, identify and promote models of success and provide an opportunity for PNWER to serve as a conduit to exchange information. Each summer PNWER hosts an Annual Summit. This year it was held in Saskatoon, Saskatchewan, Canada and was attended by over 500 legislators, government officials, private sector leaders, members of academia, and the non-profit sector from the US and Canada. The Summit featured 23 working group sessions that highlighted opportunities and challenges in cross-border trade, energy development and environmental stewardship, regional defense against invasive species, transportation and infrastructure, innovation, rural economic development, and other regional concerns. PNWER also hosts an annual Economic Leadership Forum (ELF) in the fall which was held in Whitehorse, Yukon and was attended by legislators, First Nation leaders business executives and policy-makers from across the region to discuss regional economic issues, support international trade, and build cross-border relationships.

The Disaster Resilience Program focuses on emergency preparedness and disaster resilience projects across the Pacific Northwest to help improve the economic resilience of the region. The program works with states, provinces, territories and communities to create public-private partnerships, develop action plans and lead pilot projects to improve regional disaster resilience. In 2019, the Idaho Office of Emergency Management and PNWER partnered for the 5th Annual Idaho Cybersecurity Interdependencies Summit, which brought together over 300 private and public sector stakeholders to better understand interdependencies and develop stronger public-private partnerships focused on the common goal of cybersecurity prevention, response, and mitigation. Through partnership with the King County Emergency Management Advisory Committee (EMAC), PNWER hosted a cybersecurity workshop in the Puget Sound region examining cybersecurity through the lens of critical infrastructure protection and another workshop to explore the potential impact of a long-term power outage due to a Coronal Mass Ejection (CME or Solar Flare), which would be catastrophic to North America's electrical grid. PNWER also conducted a series of workshops in WA, OR, ID, and MT, to develop methodologies to allow for the rapid inspection of critical infrastructure post-disaster using Unmanned Automated System.

PNWER's Energy Program focused on continuing to develop a "Roadmap to Resilient, Ultra-Low Energy Buildings in the Pacific Northwest" which is designed to improve resilient and energy efficient residential, commercial, public sector and industrial buildings across the region. PNWER also hosted the annual Legislative Energy Horizon Institute, which is a 60 hour course certificate program in energy policy designed specifically to prepare emerging state and provincial legislators to address the complex energy issues facing the United States and Canada. It provides an extensive overview of the North American energy system, from operating energy systems to building and financing infrastructure to regulation methods and market impacts. The program provides legislators with comprehensive, up-to-date information on the nation's complex energy systems; helping them become leaders in energy policies and make better informed decisions.

Other Programs consisted of projects related to a focus on telecommunications that examined the latest technologies, their application, and policy implications of 5G telecom infrastructure, coordination of the PNWER Idaho Council and development of a pilot bi-national clearance between USCBP and CBSA. These projects all incorporated specific issues impacting the cross border regional economy and helped the region work toward developing new strategies to address concerns.

Schedule D, Part X, Line 2 The Organization, PNWER, is exempt from federal income tax under Section 501(c)(6) of the IRC. For the current fiscal year, it has no tax liability for uncertain tax position. PNWER has adopted the policy pursuant to FIN 48 (ASC 740) that it may not recognize a tax benefit related to an uncertain tax position in the financial statements unless it is "more-like-than-not" the position will be sustained based on its technical merits and there is a greater than 50 percent likelihood the position would be sustained if challenged by the taxing authorities and appealed to the highest court in the relevant jurisdiction.
