ORIGINALLY ESTABLISHED IN 2005 AS ONE OF 15 AWARDEES OF THE PRESIDENT'S FAMILY JUSTICE CENTER INITIATIVE, AND ADMINISTERED BY ONE OF THE PARTNERS, THE FSC BECAME AN INDEPENDENT AGENCY IN MARCH OF 2012. ONSITE PARTNER STAFF PROVIDES CIVIL LEGAL SERVICES, POLICE INVESTIGATIVE SERVICES, BI-LINGUAL ADVOCACY AND SELF SUFFICIENCY RESOURCES AND REFERRALS, AN EMERGENCY PROTECTIVE ORDER (EPO) COURT VIA WRITTEN AFFIDAVIT AND PETITION, CHILD TRAUMA ASSESSMENT AND TRIAGE COUNSELING, FORENSIC DOCUMENTATION OF INJURIES AND SEXUAL ASSAULT EXAMS, CHAPLAINCY FOR SPIRITUAL SUPPORT AND CHILDCARE FOR ONSITE CLIENTS. IN 2019, THE FSC PROVIDED MORE THAN 18,000 SERVICES TO 7,600 INDIVIDUAL CLIENTS AND 2,000 ACCOMPANYING CHILDREN. 3,668 EPOS WERE FILED WITH 3,118 GRANTED, A 85% GRANT RATE. PROGRAMS ALSO INCLUDED A DEMONSTRATION PROJECT WITH THE US DEPT OF JUSTICE, OFFICE FOR VICTIMS OF CRIME, POLYVICTIMIZATION DEMONSTRATION PROJECT; DEVELOPING AND IMPLEMENTING A RESEARCH BASED AND VETTED IDENTIFICATION TOOL FOR VICTIMS OF MULTIPLE FORMS OF TRAUMA WHO PRESENT FOR DV OR SEXUAL ASSAULT SERVICES; PROVIDING NEW AND EXPANDED TREATMENT OPTIONS FOR SURVIVORS IDENTIFIED AS POLYVICTIMS. THE PROGRAM EXPANDED PARTNERSHIP TO INCLUDE OTHER SERVICE DELIVERY ORGANIZATIONS AND RESEARCH PARTNER, THE UNIVERSITY OF OKLAHOMA. ADDITIONALLY, THE FSC COMPLETED AND ISSUED THE ASSESSMENT OF THE FAMILY COURT SYSTEM REQUESTED BY THE 14TH DISTRICT COURT, A REVIEW OF POLICIES, STANDARDS, APPLICATIONS AND RULES AND STATUTES RELATED TO THE JUSTICE SYSTEM FAMILY COURT SYSTEM FOR VICTIMS OF DV, INTIMATE PARTNER VIOLENCE, SEXUAL ASSAULT AND STALKING WITH RECOMMENDATIONS FOR BEST PRACTICES AND IMPROVEMENTS. NEW PROTOCOLS DEVELOPED AND IMPLEMENTED IN 2019 INCLUDED PROCESS FOR LAW ENFORCEMENT TO BETTER RESPOND TO VICTIMS OF NON-FATAL STRANGULATION. THE NEW PROTOCOL REQUIRES LAW ENFORCEMENT TO INFORM VICTIMS OF SYMPTOMS AND EFFECTS OF STRANGULATION AND TO REFER TO MEDICAL PERSONNEL AT THE FSC FOR ASSESSMENT AND POSSIBLE REFERRAL TO EMERGENCY SERVICES. AN ADVOCATE IMMEDIATELY FOLLOWS UP WITH VICTIM TO ASSURE THEY HAVE INFO THEY NEED AND TO MAKE APPOINTMENT FOR ASSESSMENT. STRANGULATION EXAMS HAVE INCREASED BY 100% OVER THE PREVIOUS YEAR AS A RESULT. A SECOND POLICY IMPLEMENTED ALLOWED THE DEVELOPMENT OF A SUSPECT LIST FOR THOSE SUSPECTS GONE ON ARRIVAL OF LAW ENFORCEMENT ON RESPONSE TO 911 CALLS. THIS LIST ROTATES ON A 72 HOUR CYCLE, NOTIFYING OTHER LAW ENFORCEMENT OFFICERS OF A POTENTIAL ASSAULT ARREST IF THAT PERSON IS STOPPED FOR ANOTHER VIOLATION. THIS HAS RESULTED IN THE ARREST OF SUSPECTS WHO NORMALLY WOULD HAVE BEEN ARRESTED ONSITE IF LOCATED AT THE SCENE, WHO WERE NOT BECAUSE THEY HAD LEFT THE SCENE PRIOR TO LAW ENFORCEMENT ARRIVAL. |

ALSO, THE FSC STAFF PRESENTED WEBINARS ON SUSTAINABLE FUNDING SOURCES AND FUNDRAISING TO 62 FAMILY JUSTICE CENTERS (FJCS) AT THE ANNUAL NATIONAL FAMILY JUSTICE CENTER ALLIANCE DIRECTORS SUMMIT, AND THROUGH A MONTHLY WEBINAR SESSION TO 15 FJCS. ADDITIONALLY, STAFF CONVENES AND CONDUCTS MONTHLY LUNCH AND LEARN SESSIONS FOR PARTNER AND OUTSIDE AGENCY STAFF ON SUBJECTS SUCH AS NON LETHAL STRANGULATION, PRO SE SERVICES FOR CLIENTS, ROLES AND RESPONSIBILITIES OF ADVOCATES, INVESTIGATION OF CRIMES, ETC. |
