Explanation:

The paper form 990 was filed in a very timely fashion. The preparer was not aware of the requirement change to electronic filing and as soon as it was brought to his attention the filing was completed. Any fines associated with this filing would most likely cause the Association to shut down as it is already suffering greatly from lost revenue due to being shut down either fully or partially by the state government.
