	FairVote Action focuses on engaging in and supporting advocacy of ranked choice voting (RCV) in elections at the national, state and local level. Nearly all of its spending goes directly toward ballot measure campaigns and legislative lobbying, with little overhead. In 2019, we had a positive in several areas: (1) We provided donations for signature gathering for ballot measures that ultimately were successful adoption of RCV in 2020 in Portland (ME) and the state of Alaska and did a poll for a ballot measure for the proportional form of RCV in Lowell (MA) that won 49%.(2) We worked with lobbyists in the states of California and Hawaii who supported RCV legislation that passed legislative chambers in those states and with a lobbyist in Georgia who catalyzed conversations about RCV in its state legislature;(CONTINUED ON SCHEDULE O)

General explanation attachment	FORM 990, PART III, LINE 4A, PROGRAM SERVICE ACOMPLISHMENTS (CONTINUED):(3) We worked with a consultant in Utah who contributed to the state legislature passing legislation that helped cities use RCV and worked with two cities that ultimately decided to use RCV and implemented it successfully in November 2019; (4) We worked with political and legal consultants who were successful in achieving the objective of four state Democratic Parties (in Alaska, Hawaii, Kansas and Wyoming) establishing RCV ballots in their 2020 party-run presidential primaries; (5 )To help these parties run these contests successfully, we made earmarked contributions, totally 42% of our 2019 expenditures, to these four state parties with earmarked donations solely for the purpose of administering their contests in the spring of 2020, which ultimately were seen as having been very successful their levels of voter turnout and positive impact of RCV ballots for making more votes count.
