| Form 990, Part III, Line 4d | Part III Statement of Program Service Accomplishments 4d Other Program Services - Housing and Real Estate Development Services: Technical assistance to locally based nonprofit housing corporations on the Delmarva Peninsula for the development and preservation of affordable apartments. Services include packaging financing applications and assistance throughout the development process. Ninety four units were completed, and one apartment community was awarded financing and several apartment projects are in process. Also for-sale homes were being planned to be constructed, completed, and sold in downtown Dover, DE. Foreclosure Prevention Counseling: Counseling and education services assist households experiencing financial hardships or unaffordable mortgages in Delaware to avoid or resolve impending home foreclosure through workshops, individual counseling, loan modifications, and access to federal and state programs. Activity includes assisting 395 clients with counseling services and 67 households achieving a positive resolution. Stand by ME: Financial Coaching was provided to over 3000 households at venues such as public housing, community colleges, and employers' workplaces. Activity included 717 new clients and 3,228 appointments held. Restoring Central Dover: Fifth year of implementation of the Neighborhood Revitalization Plan leading the steering committee and Work Groups on specific projects and strategies for improvement. Various virtual events were held this year with activities for residents to participate in as well as healthy eating was promoted. Three 12 week Launcher Entrepreneur classes were held with 59 graduates. 33 Central Dover residents received emergency assistance for rent, mortgage or utility payments. Also 202 Kent County residents received Covid-19 related emergency rental assistance. |

Decisions and actions taken on the Executive Director's compensation were documented in writing by the Executive Committee. The meeting was held January 12, 2021. The Executive Director reviews wage comparability data available from the NeighborWorks America network in determining the salary plan for employees each year. Annual performance reviews are conducted by supervisors with each employee. |
