Women, Infants, and Children (WIC) Operations. WIC is a special supplemental nutrition program that provides Federal grants to States for supplemental foods, health care referrals, and nutrition education to low-income pregnant, breastfeeding, and non-breastfeeding postpartum women, and to infants and children up to age five who are found to be at nutritional risk. In carrying out its mission, CQuest supports this program by providing WIC Management Information System (MIS) operations and maintenance services for the Multi-State Consortium (MSC), a consortium of WIC Programs from the states of Hawaii, Kansas, and New Hampshire, and the Indian Tribal Organization (ITO) referred to as the Inter Tribal Council of Arizona (ITCA). Operations and maintenances services include: system maintenance, network services, database administration, security management, ad hoc reporting services, help desk services, and application system hosting. In addition, CQuest develops WIC MIS features/upgrades that improve the functionality for these customers. In the most recent reporting period, CQuest also designed, developed, and implemented a web-based application to support the Summer Electronic Benefits Transfer Program for Children (SEBTC), a USDA summer food program that provides food funds for school age children during the summer months when school meals are not readily available. This was implemented successfully at the ITCA WIC Program in March 2020. The system is designed to interface with the WIC MIS that CQuest supports, but is designed to interface with other WIC MIS's or as a stand-alone system. As of June 30, 2020, CQuest was also in the post-implementation warranty phase of developing and implementing a WIC MIS for the State of Tennessee, the post-implementation warranty phase of upgrading the existing WIC MIS for the State of Idaho with Food Package and Electronic Benefits Transfer (EBT) functionality, and initiating the design validation phase of transferring, modifying and implementing a WIC MIS for the State of Oregon. Participants within these six states and one tribal organization total approximately 317,000.

Early Intervention (EI) Operations. CQuest's EI Centralized Billing Office (CBO) generates vouchers and payment records for claims on Illinois EI services. Illinois' EI program is a statewide program administered by the Illinois Department of Human Services that provides EI services to children under 3 years of age who have developmental delays or disabilities. The CBO also generates and processes recoupment claims to Medicaid, manages Family Participation Fees, and prints and distributes invoices, statements and reports to all the EI program stakeholders. From July 1, 2019 thru June 30, 2020, the CBO processed in excess of 1.435 million claims totaling over $100 million. There are approximately 5,000 service providers delivering EI services to almost 25,000 children across the state of Illinois at any given time.CQuest also took the initative to develop a modern, modular, and comprehensive Early Intervention Data Management System (EIDMS), which greatly improves the management, coordination, and communcation of Early Intervention services. CQuest's EIDMS ultimately realizes the vision of CQuest leadership to provide Early Intervention Programs with a solution that brings together and serves all stakeholders.

As of June 30, 2020 the Maternal & Child Health Program no longer utilizes this system and the related support services.

Form 990, Part VI, Section A, line 4 CQuest updated its bylaws in the fiscal year to include a range of Board members (8-11) that could serve on the governing body at any time.
Form 990, Part VI, Section B, line 11b CQuest's tax returns are prepared by independent accountants. After completion, review is done by the President & CEO and the CFO. Following review by the President & CEO and the CFO, the returns are distributed to the organization's Board of Directors who are given time to review and comment on the returns. The final step is submission to the Internal Revenue Service.
Form 990, Part VI, Section B, line 12c CQuest has a written conflict of interest policy for all of its employees, including the President & CEO. Employees are asked to confirm annually, that they have read the organization's conflict of interest policy. CQuest's Board of Directors also annually disclose if they have interests that could give rise to conflicts.
Form 990, Part VI, Section C, line 19 CQuest files annual audited financial statements with Dun and Bradstreet, which are available to the public. Form 990's and all applicable schedules are made available to the public upon request. Organizational policies are not made available to the general public.
