| Form 990, Header, Line A | Part VI, 11a: yes, a copy of this form and its contents was sent, via e-mail, to all the members of the governing body. Prior to filling the form, the information is sent to all the board members, and if there are discrepancies, or questions: they are discussed, sometimes over the phone, or via e-mail, and then the form is completed and filed. 12a: yes, there is one, and all the members have a copy of it. 12d: yes, and this is something that is always mentioned, during our yearly meetings, and also during our other phone meetings, and e-mail meetings during the year. 12c: we are still a small board, so we keep in contact, at least, every quarter, plus we meet yearly (mostly during the festival, so this year it was via Zoom, because of the pandemic). I, as the Chairman and Executive Director of the festival always take it upon myself to inquire with all the board members about of any conflicts that might arise, but also to remind them of the situations that might cause such a conflict, so that any conflicts can be avoided before hand. 15a: As I explained on Schedule L both myself and my wife (although we are now separated) have performed these duties since the inception of the festival, and at one time Laura was being paid almost a fitting amount for a festival this size and the amount of work and responsibility; however, it has been over 6 years of that, and every year she gets paid less, and less (the numbers don't lie), but she keeps and will keep performing her duties dutifully and gladly. In my case, I had never been paid a comparable amount to other Executive Directors on festivals of the same size and scope. And, once more for over 6 years, I keep getting less and less, but I will continue doing it: I love our labor and I love our festival. However, better times are ahead. In the case of my son Oscar Ruben Zamora, he has been with the festival since he was 11 years old: first as a ticket taker, then usher, then Volunteer, then as our Volunteers Coordinator, Prints Manager, and Grants Manager, and now as a board member. He has been with the festival for 18 years, he had never been paid until three years ago, and just $200.00 Dollars for the whole year. Last year he was paid $1000.00, and this year $2,000.00, because, this year the festival was virtual, and he was instrumental for all of that (he has the computer knowledge and expertise needed for those tasks), plus he is now in full charge of applying for grants, and by next year he will be even filing taxes without my help. 19: the documents are in our file cabinet and are ready at any time for your perusal: if there is something else we have to do, please instruct us, and it will be a pleasure to do so. |
| Form 990, Part VI, Section A, Line 2 | I am a board member and founder of this organization, together with my wife (although we are now separated) Laura Rojo de Zamora. Laura has been the business manager since the festival's inception, and at some time she was being paid $2,000 a month (which is actually standard pay for this kind of work), but now since donations and grants are scarce, plus too difficult and competitive to get she only gets paid a small fraction of that amount: however, this year due to an illness I had to perform some of her duties. Laura wants to continue doing her job happily and dutifully as if she was being paid the fair amount. As for myself, Cesar Alejandro Zamoral, I have been the Executive Director of the festival, also from its inception, and even though this kind of position is usually paid around $48,000 a year for a festival our size, I haven't ever been paid anything remotely close to that amount, any given year: this year I was only paid $1,400 for the whole year. I am only stating a fact not complaining at all, since I also will continue to work for this organization as long as our labor goes on, with enough money to do it justice, and so that the community receives its benefit. El Paso, Texas, is a very under-served area and independent cinema also need help. My Son Oscar has been with the festival since its inception (he was a kid when it started), and by now has become second nature to him (we are going on our twentieth year), and little by little he has acquired more responsibilities, and is now a board member, since last year. He has earned this title through hard work knowledge and experience. Once more, a person in a festival our size with the duties and responsibilities that Oscar Ruben Zamora is performing would get paid 10 times the amount he got paid this year ($2000.00). Actually, this year he was instrumental to it, since we had to go virtual, and he is an expert on computers and the internet, something I am not too knowledgeable at. He is, once more, helping me, as he did last year, on filing these IRS forms, and in the near future he will take on that responsibility as well. |
