| Form 990, Part III, line 3 | Awards Policy Section 1.1: Added the Michael J. Roberto Award for Career Development and the Assistant for Excellence in Leadership Award to this section so that the awards will not be awarded to the same nominee twice. Added consistency to the eligibility section of each award that the member must be a full member in good standing. Section 3.3.4: Added the wording "upon retirement" to the section on placing a member who receives the Richard (Dick) Simmons Lifetime Achievement Award in the life category of membership and awarded lifetime complimentary membership to the Association. Section 4.4: Added a recommendation that a lifesaver may also be a voting member of FCCMA. Membership Policy "Affiliate Member" - Updated language to distinguish the affiliate member category from other member categories which do not "meet the criteria for the full member." "Corporate Member" - Deleted language specifying that Corporate Memberships can only be listed in the company's name to also allow individuals names. This will maintain consistency with other FCCMA membership categories as well as other state associations' practices. Individual corporate members will be held to the same ethics requirements. "Life Member" - Updated language to clearly limit this category to retired individuals. "Student Member" - Revised wording to be more inclusive of non-traditional career paths to city and county management and to reduce ambiguity around applicability of the student member category. Specific language was added to prohibit individuals in department-head level or higher management positions from eligibility in the student membership category. Limited eligibility to no more than five years without documentation from accredited learning institutions. Increased student members dues from $10 to $25. "Subscriber" - Added language allowing students who have recently graduated to move to this category for up to two years. Senior Advisor Policy The Senior Advisor policy was revised to reflect changes in the population requirement and additional criteria to consider when a local government requests placement assistance such as: Lowering population for a city, town, or village from 20,000 to 10,000; and lowering the population for a county from 75,000 to 50,000. In addition, the senior advisor coordinator shall consider the following criteria prior to conducting placement assistance: Evaluate the request to determine if the city or county meets the population criteria. Evaluate the government's financial situation and review the number of managers/administrators who have held the position within the past 10 years. Speak with past managers in order to understand the political situation in the community and the reason for their departure. Determine if a Senior Advisor is available to assist the local jurisdiction in the search. Advise the governing body they would be responsible for paying all travel-related expenses of the Senior Advisor(s) assigned to them. Travel-related expenses include mileage, food and lodging. Mileage will be paid at the prescribed IRS rate. If an overnight stay is required, the city or county shall make hotel reservations and pay the hotel directly. Food expenses can be paid to the Senior Advisor at the governmental entity's (city/county) per diem rate or by receipt for actual meal expense. |
