| Form 990, Covid-19 Disclosure: | On January 30, 2020, the World Health Organization ("WHO") accounced a global health emergency because of a new strain of coronavirus (the "Vocid-19 outbreak") and the risks to the international community as the virus spreads globally beyond its point of origin. In March 2020, the WHO classified the COVID-19 outbreak as a pandemic, based on the rapid increase in exposure globally. As a result of the COVID-19 outbreak, the Organization has incurred, and is expected to incur for the forseeable future, incremental and other COVID-19 pandemic-related exposures. COVID-19 related expenses consist of additional costs that the Organizatoin is incurring to protect its employees, contractors, and patients, and to support social-distancing requirements resulting from the COVID-19 pandemic. These costs include, but are not limited to, new or added benefits provided to employees, the purchase of additional personal protection equipment and disinfecting supplies, additional facility cleaning services, and increased technology expenses to support remote working, where possible. The full impact of the COVID-19 outbreak continues to evolve as of the date of this report. As such, it is uncertain as to the full impact that the pandemic will have on the Organization's financial condition, liquidity, and future results of operations. Management is actively monitoring the global situation on its financial condition, liquidity, operations, suppliers, industry, and workforce. As a result of the COVID-19 pandemic, federal and state governments have passed legislation, promulgated regulations, and taken other administrative actions intended to assist healthcare providers in providing care to COVID-19 and other patients during the public health emergency. Sources of relief include the Coronavirus Aid, Relief and Economic Security Act (the "CARES Act"), which was enacted on March 27, 2020, and the Paycheck Protection Program and Health Care Enhancement Act (the "PPPHCE Act"), which was enacted on April 24, 2020. Together, the CARES Act and the PPPHCE Act include $175 billion in funding to be distributed to eligible providers through the Public Health and Social Services Emergency Fund (the "Provider Relief Fund"PRF"). The United States Department of Health and Human Services ("HHS") has allocated Provider Relief Fund among eligible health care providers through two completed phases of general distributions and a number of targeted distributions beginning in April 2020. In October 2020, HHS announced an additional $20 billion general distribution from the Provider Relief Fund that considers financial losses and changes in operating revenues and expenses, including expenses attributable to COVID-19 and payments already received through PRF distributions. The Organization did not quality for the PPP loan, nor did it qualify for the Economic Injury Disaster Loan. The CARES Act also established funding to hospitals and other health care providers to be distributed through the PRovider Relief Fund. These funds are not required to be repaid provided the recipients attest to, and comply with, certain terms and conditions, including among other things, that the funds are being used for lost operating revenues and COVID-19 related expenses. During 2020, the Organization received approximately $6,530,000 of provider relief funding, which has been recorded as other revenue at September 30, 2020, because it was utilized to cover COVID-19 related expenses and lost revenue. Additionally, the Organization received a Commonwealth of Massachusets COVID-19 Supplemental Payment of approximately $2,770,000 in support of the Organizatoin's provision of patient services to Massachusetts beneficiaries. The Supplemental Payment is included in net patient service revenue for the year ended September 30, 2020. Additionally, pursuant to the provisions of the CARES Act and the CMS Accelerated and Advance Payments Program, the Organization received approximately $16,486,000 in advanced payments as a Medicare provider. The advances are included in accounts payable and accrued expenses on the consolidated balance sheet. The advances are to be recouped by CMS beginning in April 2021 and continuing through September 2022. |
