IN AUGUST 2020, GGEDC CONTINUED ITS BUSINESS RETENTION AND EXPANSION PROGRAM INTERVIEWING ECONOMIC BASE EMPLOYERS ACROSS MCKINLEY COUNTY. BUSINESS RETENTION AND EXPANSION INTERVIEWS ALLOW GGEDC TO BE PROACTIVE WITH ENGAGEMENT TO IDENTIFY RED FLAGS. IN SEPTEMBER 2020, THE ESCALANTE GENERATING STATION BURNED ITS LAST LOAD OF COAL AND WENT OFF LINE AS A GENERATING ASSET. IN DECEMBER 2020, THE ESCALANTE GENERATING STATION OFFICIALLY CEASED OPERATIONS. AT THE TIME OF CLOSURE, THE ESCALANTE GENERATING STATION HAD 109 EMPLOYEES. ANTICIPATING THE CLOSURE AND LEVERAGING LEGISLATION PASSED THE NM LEGISLATURE IN 2019, GGEDC LED THE LOCAL RESPONSE. GGEDC CHAIRED THE HB8 LOCAL WORKING GROUP WHICH COMPRISED GGEDC, NORTHWEST NM COUNCIL OF GOVERNMENTS, TRI-STATE GENERATION AND TRANSMISSION ASSOCIATION, MCKINLEY COUNTY, CIBOLA COUNTY ECONOMIC DEVELOPMENT CORPORATION, AND CONTINENTAL DIVIDE ELECTRIC COOPERATIVE.THE HB8 LOCAL WORKING GROUP SOUGHT TO GENERATE A COLLECTIVE ECONOMIC DEVELOPMENT RESPONSE TO THE CLOSURE OF THE ESCALANTE GENERATING STATION IN PREWITT, NM. GGEDC WORKED WITH MCKINLEY PAPER IN SUCCESSFULLY SECURING 5M IN LEDA FUNDING FROM THE STATE OF NEW MEXICO TO INVEST IN EQUIPMENT NEEDED TO CONTINUE THE PREWITT, NM OPERATION. THE LEDA AWARD HELPED TO PRESERVE 125 ECONOMIC BASE JOBS AND THE NEW EQUIPMENT CREATED 10 NEW JOBS. TOTAL PROJECT COST EQUALED APPROXIMATELY 13M. IN NOVEMBER 2020, GGEDC AND THE CITY OF GALLUP WERE AWARDED A 750,000 PLANNING GRANT FROM THE US ECONOMIC DEVELOPMENT ADMINISTRATION TO DEVELOP THE GALLUP AUTONOMOUS VEHICLE (AV) PLAN. THE PLANNING GRANT WILL HELP TO ESTABLISH AN AV SECTOR FOR THE GALLUP ECONOMY. ON JANUARY 7, 2021, GGEDC RECEIVED A 1.25M DONATION FROM TRI-STATE GENERATION AND TRANSMISSION ASSOCIATION WHICH WILL BE USED TO SUPPORT ECONOMIC DEVELOPMENT INITIATIVES IN GALLUP-MCKINLEY COUNTY. THE DONATION IS IN RESPONSE TO THE CLOSURE OF THE ESCALANTE GENERATING STATION IN PREWITT, NM. GGEDC APPLIED AND RECEIVED 25,000 FOR FY22 THROUGH THE LEADS GRANT PROGRAM ADMINISTERED BY THE NM ECONOMIC DEVELOPMENT DEPARTMENT. THE GRANT WILL FUND BUSINESS RECRUITMENT AND ATTRACTION EFFORTS INCLUDING ATTENDANCE BY GGEDC AT NATIONAL AND INTERNATIONAL TRADE SHOWS. ATTENDANCE AT TRADE SHOWS CORRESPONDS WITH THE GALLUP TARGET INDUSTRY ANALYSIS, WHICH IDENTIFIED 'BEST-FIT' INDUSTRIES FOR RECRUITMENT. GGEDC CONTINUED PARTICIPATION IN THE CARBON COAL WORKING GROUP WHICH COMPRISED GGEDC, MCKINLEY COUNTY, NM DEPT. OF TRANSPORTATION, NORTHWEST NM COUNCIL OF GOVERNMENTS, GALLUP LAND PARTNERS, AND THE CITY OF GALLUP, AND WAS TASKED WITH COORDINATING LOCAL PARTICIPATION AND ENGAGEMENT AS NMDOT READIED THE 23M PROJECT FOR CONSTRUCTION; ADVANCING THE PROJECT FROM 30% TO 60% TO 90% TO 100% DESIGN MILESTONES AND LETTING THE PROJECT FOR BIDDING. GGEDC CONTINUED THE GREATER GALLUP INDUSTRIAL WORKFORCE PROGRAM (GGIWP) TAKING THE NECESSARY PRECAUTIONS TO ADAPT TO THE THREATS POSED BY THE CORONAVIRUS. ON FEBRUARY 11TH-12TH 2021, GGEDC HELD ITS ANNUAL ECONOMIC ROUNDTABLE. FOR THIS YEAR, THE SUBJECT FOCUS WAS MOBILITY / AUTONOMOUS VEHICLES AND THE TWO-DAY EVENT WAS COMPLETELY DIGITAL WITH OVER 50 PARTICIPANTS. THE ECONOMIC ROUNDTABLE SERVED AS THE KICK OFF FOR THE US EDA PLANNING GRANT TO DEVELOP THE GALLUP AUTONOMOUS VEHICLE (AV) PLAN. GGEDC BEGAN IMPLEMENTATION OF THE US EDA PLANNING GRANT RELEASING AN RFP FOR A CONSULTANT TO DEVELOP THE AV PLAN, WHICH ULTIMATELY WENT TO GLDPARTNERS WHO ARE BASED IN SCOTTSDALE, AZ. GGEDC JOINED THE NORTHWEST NEW MEXICO REDA - RURAL ECONOMIC DEVELOPMENT ALLIANCE, WHICH IS A CONSORTIUM OF ECONOMIC DEVELOPMENT ORGANIZATIONS THAT RECEIVES TECHNICAL ASSISTANCE AND TRAINING FROM THE NATIONAL ECONOMIC DEVELOPMENT COUNCIL. |
