The FIRST Robotics Competition (FRC) directly served approximately 52,000 youths on 3,079 teams. Working with mentors, each team builds a robot in six weeks from a kit of common parts, designing it to meet this year's game challenge "Infinite Recharge (2021)." Opportunities for FIRST Robotics Competition teams to participate remotely included a Game Design Challenge, an Innovation Challenge, a Skills Challenge, and virtual career exploration and networking opportunities. The FRC Program provided students with the experience of applying science and technology to achieve a specific challenge under a time constraint.(Narrative continued on Schedule O, pg. 99).This experience developed students' technical skills, teamwork and the ability to deal with the satisfactions and disappointments of a real engineering project. Participation in FRC has inspired many students to go on to college, pursuing careers in science, technology, engineering, and math. Many FRC coaches and mentors work in these fields and help the students develop bonds within their communities and connections to the workforce development pipeline. Students in the FRC program are eligible for college scholarships through the FIRST Scholarship Program.

The FIRST LEGO League (FLL), for which there are three divisions, Discover, Explore and Challenge, reached approximately 216,200 students aged 9-16, on 39,803 teams in 66 countries. The year's challenge was called "RePLAY." Teams worked on Core Values, Robot Design, an Innovation Project, and a Robot Game using either LEGO Mindstorms EV3 or LEGO Education Spike Prime technology, applying science and engineering to find ways to make people more active. (Narrative continued on Schedule O, pg. 99).Using their imagination and LEGO Education WeDo 2.0, teams explored the growing needs and challenges of the people in their community by creating a building with the purpose of solving a problem and making life easier, happier, or more connected for the people that use it. Participation in FLL Discover, Explore and Challenge has engaged students in a comprehensive experience developing confidence in their ability to address serious issues, enhancing their education in science and math, and exposing them to a STEM career. By progressing through each program and ultimately to FRC, students gain a full suite of technical skills and ongoing encouragement, making it more likely that they will pursue careers in science, technology, engineering and math.

The FIRST Tech Challenge (FTC) served approximately 49,000 youths from ages 12-18 on 5,438 teams. Like the FRC Program, FTC is a design and build experience, but uses a smaller kit and less complicated game challenge. In this year's game, "ULTIMATE GOAL," each team built a robot and participated in remote events. FTC provides an experience similar to the FRC Program but is more readily accessible to a broader audience of educators and students, in part because of its lower cost. The FTC experience simulates the excitement as well as the pressure of a real-life engineering project, developing not only the students' technical know-how, but also leadership, cooperation, ability to plan, patience, and teamwork. (Narrative continued on Schedule O, pg. 100).Like the FRC Program, FTC enriches the participating students' ability to deal with the satisfactions and disappointments of a real engineering project. The FTC experience expands students' interest in science, technology, engineering and math, and inspires many to go on to a higher education. Like the FRC participants, students in the FTC program are eligible for some of the college scholarships through the FIRST Scholarship Program. By progressing through each program and ultimately FRC, students gain a full suite of technical skills and ongoing encouragement, making it more likely that they will pursue careers in science and technology.

Part II-B, Line 1: Dean Kamen, Founder (an unpaid Board Member), and Lawrence Cohen, Past President and Board Secretary have communicated with various federal and state government officials to expand awareness of FIRST and its mission, and to support legislation that will provide funding for more science, technology, engineering, and math programs, particularly for school-aged children in rural, urban and under-served areas of the US. FIRST engaged one government affairs consultant who assisted FIRST in representing the policy interests of FIRST. FIRST engaged one government affair consultant who communicated with federal and state government agencies for the purposes of promoting awareness of, and funding for, FIRST programs. This consultant was paid a total of $120,000 in tax year 2020 for services provided and reimbursement of expenses.

Part III Accounting Method:  
Part I, Question 2: FIRST makes a limited number of grants to organizations outside of the United States primarily originating from restricted contributions for teams, tournament partners, and entities hosting FIRST program events. Grants are made exclusively for the purpose of allowing teams of students to participate in FIRST programs and are restricted to specific uses including the purchase of robotic kit parts, registration fees, team travel and event expenses. FIRST monitors the use of grant funds by often observing the actual funded event and confirming through its registration system that all teams receiving grants are participating. Grants are made on condition that the recipient provide receipts, if requested, to substantiate that funds were used for the purposes intended by the grants.

Part I, Line 2: FIRST makes grants to U.S. teams, tournament partners, schools, teachers, coaches, and entities hosting program events. Grants are primarily paid to educational institutions who administer disbursement of the funds. Grants ordinarily originate from donors who restrict the use of their contributions to cover teams' expenses based on varying criteria such as need, location, and underserved status. Funds granted are restricted to registration fees, team travel, event expenses, and other essentials. FIRST monitors the use of these funds by often observing the events and confirming through its registration system that all teams receiving grants are participating. Grants are made on condition that the recipient provide receipts, if requested, to substantiate that the funds were used for the intended purposes.

Part I, Line 7 The Governance and Compensation Committee may grant discretionary performance incentives which, if granted, are determined after the fiscal year-end based on an individual employee's efforts and the overall FIRST financial outlook. Before receiving an incentive award, each Officer or Director's base compensation is reviewed, relative to the Governance and Compensation Committee's recommended parameters. No incentives or holiday gifts were paid out in fiscal year 2021.
Part II, column (C): Deferred compensation is the contribution made by FIRST to the employee's 401(k) account.
Part II, column (D): Non-taxable benefits are comprised of health, vision care, dental insurance premiums, and, if applicable, flexible spending accounts for health and dependent care. Return Reference Explanation
Part I, Column (b): The kit of parts and on-line resources provided to each FRC and FLL team included components having significant value donated by many suppliers. To the extent fair market value can be determined, it is reported as revenue in the fiscal year. In addition, FIRST received a multitude of in-kind contributions of services essential to carrying out its events and programs. Support services have also been donated including building maintenance, marketing, distribution, information technology, engineering, and administrative services. The number and value of these in-kind contributions cannot be determined but were a substantial part of the resources necessary to deliver FIRST's program services during the year.
Part I, Line 32b: FIRST does not use third parties or related organizations to solicit, process, or sell non-cash donations, except for the sale of donations of publicly traded securities. These are sold through a third-party broker not related to FIRST.

Form 990, Part III, line 3 On March 11, 2020, the World Health Organization declared coronavirus disease (COVID-19) a global pandemic. Local, U.S. and world governments encouraged self-isolation to curtail the spread of COVID-19 by mandating the temporary shut-down of business in many sectors and imposing limitations on travel and the size and duration of group gatherings. Most sectors are still experiencing disruption to business operations. There is unprecedented uncertainty surrounding the duration of the pandemic, its potential economic ramifications, and additional government actions to mitigate them. As a result, FIRST's operations, participant registration, and program service offerings have been significantly impacted. Pre-pandemic, our organization's program delivery occurred primarily through in-person events, however for the reasons noted above FIRST has been required to substantially modify the delivery of our mission through program modifications, new remote-only activities, remote and hybrid event solutions, and supporting tools and services. The persistence of the pandemic, specifically remote learning and in person gathering limitations, impeded our ability to deliver our mission, thus resulting in substantially reduced program registrations and participation in the subject tax year.
Form 990, Part III: Program Services The FIRST Scholarship Program attracted nearly 200 colleges, universities, businesses, and professional associations. These organizations made available over $80 million in college scholarships to FIRST program participants and alumni. FIRST provided guidance to high school students encouraging them to apply. Awards ranged from $500 to full tuition. The costs of the FIRST Scholarship Program are included on Form 990, Part III. The FIRST Volunteer Program provided support to teams, coaches and our regional staff around the world by recruiting, screening and training volunteers who are needed for all FIRST programs. An estimated 20,300,000 volunteer hours, including those of federally funded VISTA workers, provided much of the efforts behind FIRST's programs. Form 990, Part VI, Section A, line 2 Dean Kamen and Robert M. Tuttle are employed by DEKA Research & Development Corp. (DEKA) serving as President and Executive Vice President, respectively, and collectively own more than a 35% interest in the corporation. Dean Kamen and Robert M. Tuttle are partners or members in several real estate partnerships/LLCs in which they collectively own more than a 35% interest.
Form 990, Part VI, Section B, line 11b The Form 990 was reviewed in depth by the Audit Committee, the Board Treasurer, and the Vice President of FIRST with the outside CPA who prepared the return. After approval by the FIRST Audit Committee, a complete copy of the return was provided, via mail or email, to each FIRST Board Member. The return was then filed with the IRS. This year, the review took place on November 3, 2021.
Form 990, Part VI, Section B, line 12c The FIRST Conflict of Interest Policy requires every Director and Officer to disclose any known or potential conflict of interest to the Co-Chairs of the Board prior to any action, decision, or vote occurring connected with the potential conflict. The Co-Chairs of the Board, in consultation with the Audit Committee will determine if a conflict exists. The Director or Officer having the potential conflict is not permitted to participate when the determination is made or when a decision or vote is taken where a conflict of interest may exist. Annually, every Board Member and Officer is required to read and sign the policy and disclose any conflicts of interest, or attest to the fact that there are none, in writing. The signed annual statements and disclosures are sent to the independent auditors who report the results to the FIRST Audit Committee, the CPA preparing the Form 990, and the FIRST Treasurer.
Form 990, Part VI, Section B, line 15 Compensation of Officers certain directors, is approved by the Governance and Compensation Committee of the BOD. Annual review performance evaluations, including measurement of the achievement of pre-established performance objectives, are the primary basis of determining every senior manager's raise/base salary. Compensation survey information is also considered in such determination. Changes in the compensation level, raise level, and bonus award for the President is recommended by the Governance and Compensation Committee to the Steering Committee for its approval. Performance against pre-established objectives, various qualitative assessments, and comparison to total compensation of presidents of like organizations are all considered.
